We are looking for a Director of Government Compliance to join our growing team.
This position is located on-site in Sedro-Woolley, Washington State.
Department Summary:
The Director of Government Compliance is responsible for developing, implementing, and continuously improving Janicki's enterprise government contracting compliance program. This position provides leadership and subject-matter expertise regarding the laws, regulations, contract requirements, and business practices applicable to Janicki's work customers in support of US Government contracts.
The Director will establish a practical, risk-based compliance framework that supports business growth while promoting ethical conduct, regulatory compliance, sound internal controls, and audit readiness. The position will work closely with Contracts, Supply Chain, Finance, Accounting, Program Management, Operations, Human Resources, Information Technology, Cybersecurity, Security, Quality, and executive leadership.
The Director serves as a trusted advisor to business leaders and functional owners and has the authority to elevate significant compliance concerns to the Vice President of Contracts, Supply Chain and Government Compliance and other members of executive leadership.
Roles & Responsibilities:
  • Develop, implement, and maintain an enterprise government contracting compliance program appropriate to Janicki's business, contract portfolio, customer requirements, and regulatory risk.
  • Establish a structured compliance framework that includes written policies and procedures, assigned functional ownership, internal controls, training, monitoring, testing, reporting, and corrective-action processes.
  • Conduct periodic government contracting compliance risk assessments and maintain a prioritized compliance roadmap.
  • Monitor regulatory developments and customer requirements and coordinate timely changes to policies, procedures, systems, training, and business practices.
  • Advise executive leadership regarding significant compliance risks, emerging regulatory requirements, audit findings, and corrective actions.
  • Promote a culture in which employees understand their compliance responsibilities and are encouraged to raise concerns without fear of retaliation.
  • Provide leadership and guidance concerning applicable requirements, including Federal Acquisition Regulation (FAR) and Department of Defense FAR Supplement DFARS) requirements and Cost Accounting Standards, when applicable.
  • Coordinate with functional owners to evaluate and strengthen business processes that may be reviewed by government customers, the Defense Contract Management Agency, the Defense Contract Audit Agency, prime contractors, or other authorized reviewers.
  • Support compliance and audit readiness for applicable business systems, including; Accounting, Estimating, Purchasing, Material management and accounting, Government property, Earned value management, when contractually required.
  • Partner with Finance and Accounting regarding cost allowability, cost allocation, indirect rates, timekeeping, labor charging, estimating practices, and cost or pricing data.
  • Partner with Supply Chain regarding purchasing system controls, competition, price analysis, source selection documentation, supplier representations and certifications, debarment screening, and subcontract flow-down requirements.
  • Develop and maintain an integrated audit-readiness program, including self-assessments, document control, interview preparation, response coordination, and corrective-action tracking.
  • Establish and administer procedures for reviewing allegations or indicators of government contracting noncompliance.
  • Develop a role-based government compliance training program for employees, managers, executives, contract personnel, buyers, estimators, program teams, and other affected personnel.
  • Develop an annual compliance monitoring and testing plan based on risk, contract requirements, audit history, and business priorities.
  • Serve as a principal government compliance point of contact for audits, reviews, inquiries, and assessments.
  • Build and lead a government compliance function appropriate to Janicki's size, growth, and risk profile.

Basic Qualifications:
  • Bachelor's degree in business, accounting, finance, law, supply chain, contracts management, engineering, public administration, or a related field.
  • At least 10 years of progressively responsible experience in U.S. Government contracting, compliance, contracts, finance, audit, supply chain, legal, or a related discipline.
  • At least five years of experience leading government contracting compliance activities, major audits, business-system reviews, or comparable cross-functional programs.
  • Strong working knowledge of the Federal Acquisition Regulation and Department of Defense FAR Supplement.
  • Demonstrated ability to interpret regulatory and contractual requirements and translate them into practical business processes and internal controls.
  • Experience working with government customers, prime contractors, auditors, or contract administration organizations.
  • Experience developing policies, conducting risk assessments, evaluating controls, and managing corrective actions.
  • Strong written and verbal communication skills, including the ability to communicate complex requirements to executives and operational personnel.

Detailed Wage Information
Salary range for this role is between $175,000 - $225,000 plus discretionary bonus, 401(k) matching, vacation, and health benefits. Employees can also receive additional pay for off shifts. The range provided is Janicki's estimate of the base compensation for this role. Actual amount offered will be based on job-related and non-discriminatory factors such as experience, location, education, training, skills, and abilities
