DIRECTOR, FEDERAL COMPLIANCE
The Director, Federal Compliance serves as the central leader responsible for aligning McGough's Federal Division with contractual, regulatory, and agency-specific requirements. This role ensures that federal compliance obligations are clearly understood and consistently applied across pursuits and active projects without disrupting execution. This position operates as a governance and advisory function, working across Project Executives, Operations, Preconstruction, and Design Integration to identify compliance risks early, support teams in meeting requirements, and maintain consistency in how federal work is executed. Success is measured by reduced compliance risk, audit readiness, and the ability to support project teams without creating unnecessary process burden.
QUALIFICATIONS
Required
  • 8+ years of experience in federal construction, contract administration, compliance, or related roles.
  • Strong working knowledge of FAR/DFARS/GSARS and federal contracting requirements.
  • Experience supporting or managing compliance on federal construction projects.
  • Ability to interpret contract requirements and translate them into actionable guidance for project teams.
  • Strong communication skills with the ability to work across multiple functions and leadership levels.
  • Experience reviewing contracts, specifications, and regulatory requirements.
  • Ability to identify risk and provide practical solutions without disrupting project execution.

Preferred
  • Experience with GSA, USACE, VA, NAVFAC, NASA, or similar federal agencies.
  • Experience as a Contracting Officer (KO), Project Manager, or Contracting Officer's Representative (COR)
  • Background in project management, preconstruction, or contract administration.
  • Familiarity with small business requirements, labor compliance, Buy American provisions, and subcontracting regulations.
  • Experience supporting audits, compliance reviews, or government inspections.
  • Degree in Construction Management, Engineering, Business, or related field.

CORE RESPONSIBILITIES
Federal Compliance Expertise & Advisory
  • Serve as the primary resource for interpreting federal contract requirements, including FAR, DFARS, GSARS provisions, and agency-specific compliance expectations.
  • Advise Project Executives on contract obligations, compliance risks, and overall contract posture.
  • Provide ongoing guidance to project teams on federal requirements and compliance expectations.

Preconstruction & Pursuit Support
  • Partner with the Director - Preconstruction during pursuits to ensure compliance requirements are incorporated into proposals, assumptions, and pricing strategies.
  • Support business development efforts by identifying compliance considerations during early pursuit phases.

Project Execution & Cross-Functional Collaboration
  • Collaborate with the Director - Federal Operations and project teams to ensure compliance requirements are clearly understood and consistently applied during execution.
  • Partner with the Director - Design Integration to align technical compliance requirements with design and construction execution.
  • Coordinate with corporate functions (Legal, Accounting, HR, IT) when compliance requirements intersect with those areas.

Compliance Oversight, Risk Management & Audit Readiness
  • Identify compliance gaps early and work with teams to resolve issues before they impact cost, schedule, or audit outcomes.
  • Support audit readiness, including documentation quality and responses to agency reviews or inquiries.
  • Track recurring compliance issues, trends, and risks, and communicate insights to Federal leadership.

Process Standardization & Continuous Improvement
  • Standardize compliance processes, documentation expectations, and reporting across Federal projects.
  • Assist in developing Federal compliance playbooks, tools, and best practices.
  • Support continuous improvement initiatives across the Federal Division.

Additional Responsibilities
  • Actively contribute as a member of the Federal team, collaborating to achieve shared goals and objectives.
  • Participate in Federal leadership meetings and project reviews as needed.
  • Support business development efforts by identifying compliance considerations during early pursuit phases.
  • Assist in development of Federal compliance playbooks, tools, and best practices.
  • Support continuous improvement initiatives across the Federal Division.
  • Other duties as assigned.

OFFICE AND TRAVEL
  • Based in Raleigh, NC with periodic travel to federal project sites, pursuits, and regional offices as required.
