The agency is located at the George Herbert Walker Bush State Building located in the Capitol Complex at 1801 N. Congress Ave. Austin, TX 78701.
General Description:
Seeking a detail-oriented individual who will bring innovative ideas for process improvement and documentation. The Director will perform supervisory functions leading data documentation and collection activities including managing, coaching, and team building with a team of data analysts within the Educational Data Center. Works under general supervision with considerable latitude for the use of initiative and independent judgment. This position reports to the Senior Director of the Educational Data Center (EDC).
General Duties and Responsibilities:
โ€ข Provides leadership, exhibits a professional manner, and performs personnel management activities for the Educational Data Center staff.
โ€ข Supervises and coaches a team of data analyst/data specialist personnel.
โ€ข Communicates with institutional reporting officers providing guidance and ensuring timely data submission.
โ€ข Analyzes proposed data collections, develops reporting guidance, timelines, and communications.
โ€ข Ensures that data documentation is maintained and accessible to internal and external users.
โ€ข Ensures that reporting manuals are up to date and accessible to the public.
โ€ข Ensures there are clearly defined priorities established by working with users, and that assignments and deadlines reflect those priorities.
โ€ข Ensures a change control procedure exists to prevent unauthorized changes to data and production applications, and to provide an audit trail of changes.
โ€ข Consults with Information Solutions and Services regarding database/data warehouse/business intelligence administration.
โ€ข Provides system analysis in an applications development and/or database environment.
โ€ข Assists with feasibility studies for new data analysis and reporting applications.
โ€ข Ensures adequate documentation for new applications and interfaces.
โ€ข Provides technical assistance to other agency personnel.
โ€ข Ensures application and data security procedures are documented, implemented, and enforced.
โ€ข Supports database administration and directs programming and data analysis activities.
โ€ข Performs related duties as assigned.
Knowledge, Skills, and Abilities:
โ€ข Knowledge and understanding of data analysis methods, tools and systems development and implementation.
โ€ข Knowledge of project management principles.
โ€ข Skills using data analysis tools such as SAS, SPSS, business intelligence interfaces, etc.

Qualifications:
Required Minimum Education and Experience:
โ€ข Bachelor's degree from an accredited four-year college or university with major course work in management information systems development, statistical analysis, or computer systems analysis and programming.
โ€ข Four years of progressively responsible full-time work experience which provided thorough knowledge of data analysis and reporting techniques, management information systems development, as well as data and application documentation is required.
โ€ข One years of the required experience must have been at a supervisory level.
โ€ข A master's degree in a closely related field may be substituted for two years of non-supervisory experience.
โ€ข Prior experience with data and reporting requirements for Texas higher education funding models (for example, Community College Finance, FAST, Formula Funding).
Preferred:
โ€ข Previous experience with higher education data
โ€ข Experience with Statistical Analysis System software (SAS).
Required In-office Days:
This position requires on-site work. The employee must be physically present in the office three (3) days per week, with the remaining two days eligible for teleworking.

Work is performed in a standard office environment and requires:
  • Regular, reliable, and punctual attendance at work;
  • Frequent use of personal computer, copiers, printers, and telephones;
  • Frequent sitting, and
  • Frequently working under deadlines, as a team member, and in direct contact with others.
