POSITION DESCRIPTION

The Senior Business Systems Analyst operates at the enterprise level, performing comprehensive IT and data systems analysis to support agency-wide strategic and operational needs.

This position reports directly to the Business Systems Analysis Manager on the Digital Transformation team and is responsible for:

  1. Develop and maintain strong business relationships to effectively present technology and data-driven solutions that address critical organizational challenges.
  2. Serve as the business relationship manager for specialized functional/business areas, providing strategic guidance and leadership to drive effective organizational change.
  3. Build strong partnerships with IT and data practitioners, including the Data Governance Manager, IT Project Managers, and QA Testers, to develop detailed, highโ€‘quality requirements that enable teams to deliver effective technology and data solutions for business areas.
  4. Serve as the bridge between business needs and technical teams, translating complex technology and data concepts for the business while conveying business objectives and requirements to IT and the Digital Transformation division.
  5. Lead efforts to reengineer systems and enhance quality and efficiency by identifying root causes and breaking down silos across business areas to drive effective, integrated solutions.
  6. Collaborate with crossโ€‘functional teams to plan and advance full interoperability across the organization's systems, data, and processes.
  7. Document comprehensive business and user requirements with clear, precise techโ€‘toโ€‘business translation to prevent defects during testing and ensure all solution areas are fully identified without gaps or breaks.
  8. Plan advanced integrations at both the enterprise and detailed levels, conducting thorough research and strategic planning within governance frameworks to ensure complete, wellโ€‘developed requirements.
  9. Support digitalโ€‘transformation strategic planning while helping lead culture change as a key driver within the Digital Transformation Team.
  10. Manage expectations across customers, peers, vendors, and leadership to ensure alignment and smooth delivery of solutions.
  11. Follow established governance practices and actively promote their adoption across the organization.
