Position Summary

Ulu HI-Tech is seeking a Senior Social Media & Digital Communications Specialist to support Commander, Naval Surface Group Middle Pacific (CNSG MIDPAC) at Joint Base Pearl Harbor-Hickam. This position is responsible for developing engaging digital content, managing social media platforms, maintaining web content, analyzing audience engagement metrics, and supporting public-facing communication initiatives in accordance with Department of Defense (DoD) and U.S. Navy policies.


The ideal candidate has experience in social media management, digital communications, content creation, photography, videography, graphic design, website content management, and analytics reporting. Candidates with military, government, public affairs, communications, journalism, marketing, or public relations experience are strongly encouraged to apply.


Work is performed on-site at COMNAVSURFGRU MIDPAC, Joint Base Pearl Harbor-Hickam (850 Ticonderoga St, Ste 110, Pearl Harbor, HI 96860), during core hours of 8:00am–4:00pm, Monday through Friday, excluding Federal holidays. Tasks may also be performed aboard ships or at other shore activities as directed by the government Technical Point of Contact (TPOC). Any deviation from the stated hours requires TPOC approval. Government-furnished workspace, computer resources, and network access are provided.

Key Responsibilities

  • Collaborate with Commander, Naval Surface Force Pacific (CNSP) and Fleet Forces Command to develop and execute a comprehensive digital media strategy aligned with CNSG MIDPAC objectives.
  • Apply a structured planning approach that keeps the strategy adaptable to changing communication trends and organizational goals.
  • Create engaging multimedia content — videos, graphics, articles, and infographics — tailored to diverse audiences while upholding Navy messaging guidelines.
  • Update and manage command social media platforms (primarily Facebook and Instagram) with high-quality, accurate, relevant, and timely content, posting no less than twice per week.
  • Manage and maintain command websites, ensuring content accuracy and adherence to DoD policies.
  • Actively monitor social media profiles and respond to audience interactions in real time, maintaining a 95% response rate to audience inquiries and comments.
  • Employ tailored engagement tactics — contests, polls, live sessions, and community-driven initiatives — to increase platform visibility, reach, and engagement metrics.
  • Analyze social media and website metrics, audience behavior, and campaign performance to derive actionable insights and refine content and engagement strategies.
  • Prepare and submit recurring written deliverables to the TPOC, including:
  • Monthly performance reports and monthly analytics reports
  • Quarterly strategy audits, quarterly engagement metric reviews, and quarterly trend analysis reports
  • Bi-weekly content updates, bi-annual security audits, and monthly meeting attendance records
  • Ensure strict adherence to Navy directives, DoD policy, information assurance regulations, security protocols, and confidentiality standards in all digital communication efforts.
  • Safeguard the integrity and credibility of the command’s online presence and protect personally identifiable information (PII).
  • Foster collaborative relationships across departments to maintain consistent branding and messaging across all digital platforms; participate in monthly cross-departmental meetings.
  • Stay informed on emerging technologies, industry trends, and best practices in digital communication; attend at least two industry conferences annually.
  • Clearly identify yourself as a contractor employee in meetings, on government telephones, and on any documents or reports produced.
  • Support UHT quality control activities, including content accuracy checks, compliance reviews, and performance benchmark assessments.
  • Other duties as assigned.

Qualifications

  • Demonstrated experience developing and executing social media and digital communication strategies, preferably supporting a Department of Defense, military, or government organization.
  • Strong multimedia content creation skills across video, photography, graphic design, written articles, and infographics.
  • Hands-on experience managing organizational Facebook and Instagram accounts, including community management and real-time audience engagement.
  • Proficiency with social media analytics and website analytics tools, and the ability to translate metrics into written, decision-ready recommendations.
  • Excellent writing and oral communication skills, with strong copy-editing accuracy and command of AP style.
  • Working knowledge of web content management and basic website maintenance.
  • Ability to work independently and collaboratively, exercise sound judgment, and operate within established policy, security, and approval procedures.
  • Strong documentation and organizational skills, with a proven record of meeting recurring reporting deadlines.
  • Proficiency with Microsoft Office (Word, PowerPoint, Excel, Outlook) and industry-standard creative software (e.g., Adobe Creative Cloud or equivalent).

Education/Certifications

  • Associate’s or Bachelor’s degree in Communications, Public Relations, Journalism, Marketing, Digital Media, or a related field; equivalent relevant work experience will be considered.
  • Three or more years of professional experience in social media management, digital marketing, strategic communications, public affairs, journalism, public relations, content creation, or related communications roles.
  • Must have a valid driver’s license.

  • DoD or Navy Public Affairs / social media training
  • Google Analytics certification
  • Adobe Certified Professional (Premiere Pro, Photoshop, or Illustrator)
  • Meta Certified Digital Marketing Associate or Community Manager

Security and Access Requirements

  • Must be a U.S. citizen and able to obtain and maintain the clearance level and favorable background determination required by Navy security directives.
  • Must be able to obtain and maintain base access to Joint Base Pearl Harbor-Hickam, including Defense Biometric Identification System (DBIDS) credentialing and the associated criminal screening/background check.
  • Must sign a Non-Disclosure Agreement in alignment with the Organizational Conflict of Interest requirements of the contract.
  • Must comply with all Navy physical security requirements for government assets, data, and materials, and may not remove government-furnished items from the worksite without written TPOC permission.

Physical Requirements

  • Requires lifting and moving of office supplies, equipment, and boxes weighing up to 40lbs, including camera and video production gear.
  • Requires the ability to work at multiple locations on O‘ahu, including aboard ships and at shore activities, and travel to those locations within the same day.
  • Requires the ability to stand, walk, and work outdoors for extended periods while capturing content at command events.
