The Program Director is the driving force behind a complex, missioncritical federal program delivering advanced capabilities to INDOPACOM customers. This role provides strategic leadership across project execution, systems integration, cybersecurity, network engineering, and enterprise services-ensuring resilient, secure, and fully operational networks achieve and sustain Full Operational Capability (FOC) in hightempo environments.

As the single point of accountability for contract success, the Program Director leads delivery across Task Order Management, Systems Administration, Security Services, and Enterprise Management Services, while enforcing rigorous compliance with DoD standards, cybersecurity frameworks, and federal acquisition regulations. Serving as the senior interface with Government leadership, this leader drives operational excellence, innovation, and continuous improvement across globally distributed CONUS and OCONUS teams, enabling scalable, futureready solutions aligned with evolving mission demands.

Essential Job Duties

Program Leadership & Execution 

  • Provide strategic direction and oversight for all related program activities supporting INDOPACOM operational and strategic objectives. 
  • Ensure full implementation of principles, architecture, standards, and specifications across all supported environments. 
  • Oversee execution across all four task areas: 
    • Task Order Management. 
    • Systems Administration. 
    • Security Services. 
    • Enterprise Management Services.
  • Ensure delivery of all contract deliverables including Monthly Progress Reports (MPR), Weekly Activity Reports (WAR), Contractor Performance Reports (CPR), technical documentation, and transition plans. 
  • Maintain a rolling 90-Day Action Plan and ensure alignment with Government priorities, milestones, and performance standards. 
  • Monitor program performance against Acceptable Quality Levels (AQLs), ensuring 100% on-time delivery and high-quality output. 
  • Lead risk management efforts, proactively identifying, mitigating, and communicating risks with recommended courses of action (COAs). 
  • Manage surge support requirements while maintaining operational continuity. 

Technical & Operational Oversight 

  • Oversee systems integration, network engineering, and cyber security operations supporting networks and information systems. 
  • Ensure achievement and sustainment of Full Operational Capability (FOC) across all supported sites. 
  • Direct: 
    • Systems engineering, installation, testing, and evaluation. 
    • Network management, configuration, and fault resolution.
    • Hardware/software lifecycle management and procurement. 
    • Technical documentation, training, and knowledge management. 
  • Ensure execution of Verification & Validation (V&V) activities, Engineering Change Proposals (ECPs), and Interface Control Documents (ICDs) 
  • Support global deployment activities, including OCONUS engineering, site surveys, and exercise support. 
  • Oversee technical demonstrations and integration of new capabilities. 

Cybersecurity & Compliance 

  • Ensure compliance with DoD cybersecurity requirements including RMF, STIGs, and A&A processes. 
  • Oversee Information Assurance (IA), COMSEC management, and network security operations. 
  • Ensure contractor personnel meet DoD 8570/8140 certification requirements. 
  • Ensure secure integration of cryptographic systems and classified communications. 
  • Familiarity with Zero Trust environment requirements 

Client & Stakeholder Management 

  • Serve as primary interface with Government leadership, COR, and INDOPACOM stakeholders. 
  • Lead monthly and weekly program reviews, including CPR and MPR briefings. 
  • Provide executive-level reporting on program status, risks, financials, and performance. 
  • Ensure customer satisfaction across INDOPACOM, component commands (PACAF, USARPAC, MARFORPAC, PACFLT, SOCPAC) and subordinate commands (USFK, USFJ). 

Financial & Contract Management 

  • Manage program budgets, forecasting, and cost control for FFP and O&M activities. 
  • Track contract line-item performance, burn rates, and funding status. 
  • Ensure compliance with contract requirements, invoicing accuracy, and financial reporting. 

Team Leadership & Workforce Management 

  • Lead multi-disciplinary teams across engineering, cybersecurity, and program management functions. 
  • Oversee staffing, onboarding, and personnel transitions, including transition-in/out planning. 
  • Ensure workforce readiness, certifications, and training compliance. 
  • Foster a high-performance culture focused on mission success and continuous improvement. 

Enterprise & Knowledge Management 

  • Oversee enterprise governance and information-sharing capabilities. 
  • Ensure maintenance of technical libraries knowledge management systems. 
  • Promote standardization and adherence to architecture across all supported sites. 
Qualifications

Minimum Requirements

  • Active in-scope DoD Top Secret clearance (SCI eligibility preferred). 
  • Bachelor's degree in Engineering, Information Technology, Cybersecurity, Business, or related field. 
  • Minimum 15+ years of experience in program management supporting DoD or federal contracts. 
  • Executive presence and demonstrated business acumen. 
  • At least 5+ years in a senior leadership role managing large, complex technical programs. 
  • Demonstrated experience supporting systems integration, network engineering, cybersecurity/information assurance.
  • Strong knowledge of FAR / DFARS, RMF / A&A processes, DoD 8570/8140 requirements.
  • Experience managing CONUS/OCONUS operations and distributed teams. 
  • Proven ability to manage programs with strict performance metrics and AQL requirements. 
  • Active PMP, PgMP, or DAWIA PM certification.

Preferred Qualifications 

  • Master's degree in a related field. 
  • Experience supporting INDOPACOM or Combatant Commands. 
  • Experience with coalition networks. 
  • Experience supporting large-scale military exercises and contingency operations.

Work Environment

  • Stationed in Honolulu, Hawaii with frequent CONUS/OCONUS support travel (Japan, Korea, Guam, etc.). 
  • May require non-standard hours to support global operations and mission requirements. 
  • High-tempo, mission-critical environment supporting national defense objectives.
  • Ability to work under pressure and manage multiple tasks simultaneously.
  • Occasional evening or weekend work may be required to meet project deadlines.
  • Target Salary Range: $233,048 to $308,632.
