\r\nThe Maryland Department of General Services (DGS)\r\nsupports State and local government agencies, as well as local non-profit\r\norganizations and the citizens of Maryland, by providing facilities management,\r\nreal estate and surplus property services, as well as security and law\r\nenforcement for State buildings. DGS is also responsible for a full spectrum of\r\nfacilities engineering, design and construction services, almost $1 billion in\r\nannual contract administration, and overseeing the State procurement process. Main Purpose of Job

This position will function as the Associate Director of Procurement for the Information Technology and Professional Services Unit within DGS' Office of State Procurement. The Procurement Manager III is a managerial expert level of professional work in agency procurement\r\nsourcing and award activities, contract management, procurement systems\r\noperations, procurement regulations and policies review, professional\r\nprocurement training and certification, and procurement business services\r\nlocated in the Department of General Services Office of State Procurement (DGS\r\nOSP), the State central procurement authority.Employees in this\r\nclassification provide high level control agency management procurement\r\ntechnical interpretation, instruction, guidance and assistance in accordance\r\nwith State laws and regulations. Employees in this classification, at the State\r\ncentral procurement authority, administer a regional or statewide procurement\r\nfunction or serve as a staff advisor for IT and Professional Services\r\nprocurements.Employees in this classification are responsible for the\r\ndevelopment of state-wide contracts and comprehensive structured agreements. Employees\r\nin this classification work across all levels of State government, multiple\r\njurisdictions and the federal government to coordinate work efforts. Employees\r\nin this classification provide expert and technical interpretation,\r\ninstruction, guidance and assistance in accordance with State laws and\r\nregulations.The work may require travel throughout Maryland to perform on-site procurement audits, training, monitoring, compliance reviews at State agencies.\r\n\r\n\r\nEmployees in this\r\nclassification supervise Procurement Managers and lower-level Procurement\r\nOfficers. Employees in this\r\nclassification receive managerial supervision from a Procurement Manager IV or\r\nother designated administrator. The work may require travel throughout Maryland to perform on-site procurement audits, training, monitoring, compliance reviews at State agencies.\r\n\r\n\r\n

POSITION DUTIES

Duties for this position\r\ninclude but are not limited to: \r\n\r\n- Reviews and analyzes the\r\ncontent and format of all information technology and professional services\r\nprocurement submissions from DGS OSP procurement officers and other agencies' procurement\r\nofficers for adherence and conformance to State procurement regulations and\r\npolicies.\r\n\r\n\r\n- Provides managerial support\r\nto train, assign, review and approve the above-described work performed by\r\nlower-level procurement officers at DGS OSP and other agencies.\r\n\r\n\r\n- Works on strategically\r\ncomprehensive enterprise-wide contracts, master service agreements, structured\r\nintergovernmental agreements and other high level procurement projects.\r\nConducts complex IT and professional services procurements for the department\r\nor for the collective benefit of State agencies and/or assists other unit staff\r\nwith such procurements.\r\n\r\n\r\n-Assists in resolving protests\r\nand disputes between agencies, DGS and contractors. Demonstrates thorough\r\nknowledge of procurement laws, policies, and procedures, and effectively\r\nresolves issues in compliance with established guidelines and regulations.\r\n\r\n\r\n- Assists in resolving\r\nprotests and disputes between agencies, DGS and contractors.Maintains\r\ncurrent and working knowledge of procurement laws, codes, policies, procedures\r\nand objectives. Determines proper resolution within established guidelines and\r\nregulations.\r\n\r\n\r\n\r\n-Other related duties as\r\nrequired by the job that directly or indirectly impact the performance of the\r\nOffice of State Procurement.\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will\r\nbe given to applicants who possess the followingpreferred\r\nqualification(s). Include clear and specific information on your\r\napplication regardingall qualifications.\r\n\r\n\r\n\r\n\r\n A Bachelor's degree from an accredited college or university in a related field.\r\n At least eight (8) years of relevant professional procurement experience, of which two years must be in a leadership or managerial role.\r\n Experience working in procurement or contract management for a Maryland State agency is strongly preferred.\r\n Experience leading and overseeing multi-disciplinary teams, providing coaching and mentoring, and communicating with all levels of staff and management is strongly preferred.\r\n Control agency procurement management, preferably in Information Technology and Professional Services procurement is preferred.\r\n Experience with FMIS, eMMA, Google Suite, and Microsoft Office Suite is a plus.\r\n\r\n\r\n

SPECIAL REQUIREMENTS

1. May be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n2. Employees who have not already done so, must obtain certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.\r\n
