SAIC is seeking a Technical Writer in Panama City Beach, FL.
Note: The qualified candidate will support the Navy's LCAC ACV program at NSWC PCD. Work will be performed on base 5 days a week at NSWC PCD.
JOB DESCRIPTION:
Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract. Responsibilities may include technical documentation, developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.
JOB DUTIES:
  • Primary job function will be tracking engineering project work in Jira, assisting with department budgets, producing power point briefings, and other typical analyst tasking as assigned.
  • Creating, managing, and delivering technical documentation such as manuals, parts catalogs, and interactive service information with Arbortext.
  • Analyze project data on a continuous basis to identify any potential business risk factors or technology gaps and gain insight for process improvements.
  • Create bi-weekly reports to update local command and program office sponsors regarding the status of active tasking.
  • Review and provide weekly budget analysis reports and resource allocation.
  • Support the Navy Program Manager by tracking government labor funding plans.
  • Provide logistical support by tracking and recording deliveries, stock levels, and part location.
  • Attend relevant leadership meetings to support tracking of project actions and deliverables.
  • Identify industry leading tools and methods to improve project business metrics and task execution.
  • Other tasks as assigned.

Qualifications
REQUIRED EXPERIENCE AND CLEARANCE:
  • Bachelor's and 3 years or more experience. Additional years' experience accepted in lieu of a degree.
  • Experience with Microsoft Office products, particularly using: Word, Project, Excel, Planner, Outlook, and Teams.
  • Experience with Arbortext creating technical documentation.
  • Ability to monitor and evaluate schedule and financial activities.
  • Ability to multi-task and prioritize work assignments as required.
  • Knowledge of correspondence and writing procedures and practices.
  • Ability to communicate (transmit and receive) tactfully to ensure accomplishment of functions.
  • Candidate must be a US Citizen.
  • Must have the ability to obtain and maintain a Secret clearance; Minimum of an interim Secret clearance required to start. SAIC will sponsor qualified candidates for a security clearance.
DESIRED EXPERIENCE:
  • Experience using software tools such as TEMPR, ERP, NEPS, JIRA, Windchill or related platforms.
  • Knowledge of the substantive programs of the Division and Branches as they relate to administrative functions and processes.
  • Experience with standards such as MIL-STD-40051, MIL-STD-3001, MIL-STD-38784, and S1000D.
  • Experience with GPO Style Manual.
  • Experience with Adobe FrameMaker and Adobe Acrobat.
  • Experience with Adobe Photoshop and Adobe Illustrator.
  • Proficient in desktop publishing with abilities to create and update tables, to create and manipulate graphics and drawings, to create and update flowcharts, and to format/layout text.
  • Experience with xml schema and development of xml files and scripts.
  • Experience with DOD Industry.
  • Knowledge of the complexities and requirements associated with project planning, tracking and oversight.
