SENIOR PROGRAM MANAGER
OFFICE OF WORKFORCE DEVELOPMENT
Position Summary
This position is an integral component of SkillsUSA’s Championships competitions and workforce development initiatives. The Senior Program Manager is responsible for the systems and processes that drive efficient delivery of the SkillsUSA Championships designing workflows, managing assessment and technical standards infrastructure, and leading cross-functional Workforce Development initiatives from planning through execution. The position entails advanced data management responsibilities, including records management, database administration, reporting and analysis, along with budget and finance assistance, meeting and event coordination, and documentation of outcomes.
The Senior Program Manager provides internal process leadership and supports external relationships within established priorities. Direction of state association and partner relationships is set by the Director, Office of Workforce Development.
Minimum Education, License or Experience Requirements
The ideal candidate must be a coachable self-starter, be deadline driven, have demonstrated attention to detail and be able to effectively manage multiple assignments simultaneously. Candidates must possess a strong work ethic and a desire to learn how to solve problems rather than work around them. Proficiency in the Microsoft Office suite and experience with Smartsheet, Asana, Airtable or comparable project management software is expected. The successful candidate should also possess excellent organizational and time management skills, and a demonstrated record of leading projects or workgroups to completion. High school diploma with college course work and 7+ years of professional experience, or an equivalent combination of education and experience, is required.
Essential Functions of the Job
- Create processes for and document SkillsUSA Championships workflows in Smartsheet, Asana, Airtable and other applicable software.
- Assist with the development, implementation and delivery of technical standards revisions and state support projects and assessments.
- Maintain regular communications with State Association Directors, at the direction of the Director, Office of Workforce Development, to provide support for State Leadership and Skills Conference (SLSC) Championships.
- Manage the development and implementation of Championships competition rubrics.
- Manage and maintain the online testing system for state and national level assessments.
- Manage and maintain the National Technical Committee database.
- Assist with managing the logistics of the annual National Technical Committee planning meeting.
- Assist with maintaining competition updates, technical standards revisions, assessment requirements and competition communications.
- Manage prize distribution workflows for the SkillsUSA Championships.
- Assist with tracking expenses, payments and project due dates for the SkillsUSA Championships.
- Serve as an ambassador for the SkillsUSA Championships and, at the direction of the Director, Office of Workforce Development, assist with the procurement of financial and in-kind donations in support of the SkillsUSA Championships.
- Provide project leadership for Championships initiatives and cross-functional workgroups.
- Work collaboratively and communicate effectively with other SkillsUSA offices.
- Conduct workshops and seminars for stakeholders as assigned.
Other Duties
- Required to attend the annual National Leadership and Skills Conference (NLSC) (10+ days).
- Periodic travel assignments.
- Other duties as assigned by the Executive Director, Deputy Executive Director, and Director, Office of Workforce Development.

Supervisory Authority
This position does not have direct staff reports within the Office of Workforce Development. The Senior Program Manager provides functional supervision of volunteers, task force members and contracted staff supporting the SkillsUSA Championships.
