Job description

CBC USA is building a world-class ammunition manufacturing facility in Pryor, Oklahoma, and we are seeking a Facilities & Infrastructure Engineering Manager to help bring that vision to life.
As one of the earliest members of our leadership team, this role will partner directly with the CEO and external architects, engineers, contractors, and equipment suppliers throughout the design, construction, commissioning, and startup of our new manufacturing campus. Following construction, this individual will assume ownership of all facility infrastructure, utilities, maintenance strategy, and future capital improvements.
This is a unique opportunity for an experienced engineering professional who enjoys building systems, solving complex problems, and creating long-term infrastructure from the ground up. The successful candidate will be equally comfortable working in strategic planning meetings and on the manufacturing floor, ensuring the facility operates safely, efficiently, and reliably.
This position reports directly to the Chief Executive Officer.
Key Responsibilities:
Greenfield Facility Development
โ€ข Partner with executive leadership, architects, engineering firms, and contractors throughout the design and construction of CBC USA's manufacturing facility.
โ€ข Provide technical input on facility layout, utility systems, maintainability, and long-term operational efficiency.
โ€ข Manage project timelines, budgets, and deliverables for facility- related capital projects
โ€ข Ensure facility designs meet manufacturing, operational, environmental, safety, and regulatory requirements.
โ€ข Oversee installation, commissioning, startup, validation, and turnover of all facility infrastructure and utility systems.
โ€ข Oversee installation, commissioning, and validation of building systems (HVAC, electrical, compressed air, water systems, etc.)
โ€ข Ensure compliance with all local, state, and federal building codes and regulations.
โ€ข Coordinate successful transition from construction to full manufacturing operations.
Facilities & Utilities Management
โ€ข Develop and maintain reliable operation of all building infrastructure, including:
o Electrical distribution systems, HVAC systems, compressed air systems, process and domestic water systems, wastewater, natural gas distribution, fire protection systems, building automation, emergency power systems, plumbing and building infrastructure
โ€ข Develop preventive, predictive, and reliability-centered maintenance strategies.
โ€ข Establish facility maintenance standards, procedures, and documentation.
โ€ข Ensure uninterrupted operation of critical utilities supporting manufacturing.
โ€ข Lead troubleshooting and root cause analysis of facility and infrastructure issues.
โ€ข Develop lifecycle replacement strategies for major facility assets.
Capital Projects & Continuous Improvement
โ€ข Lead facility capital planning, budgeting, and execution for infrastructure improvements and future expansion.
โ€ข Identify opportunities to improve reliability, capacity, energy efficiency, and operating costs.
โ€ข Drive continuous improvement initiatives utilizing Lean Manufacturing, Six Sigma, or similar methodologies.
โ€ข Support manufacturing engineering teams during equipment installation and facility expansion projects.
Vendor & Contractor Management
โ€ข Manage relationships with contractors, consultants, equipment suppliers, and utility providers.
โ€ข Negotiate service agreements and oversee contractor performance.
โ€ข Ensure construction and maintenance activities are completed safely, on schedule, and within budget.
โ€ข Coordinate OEM support, warranty claims, and long-term service contracts.
โ€ข Lead contractor safety expectations in partnership with the EHS function.
Documentation & Compliance
โ€ข Maintain accurate documentation for facility systems, layouts, and maintenance records
โ€ข Ensure compliance with regulatory requirements, permits, and inspections
โ€ข Develop and update standard operating procedures (SOPs) for facility systems
Requirements
Qualifications:
Education & Experience
โ€ข Bachelor's degree in Mechanical Engineering, Electrical Engineering, Industrial Engineering, or related field
โ€ข 5+ years of experience in facilities engineering within a manufacturing environment
โ€ข Experience supporting or leading new facility construction or major expansion projects strongly preferred
Technical Skills
โ€ข Knowledge of building systems: HVAC, electrical, plumbing, and industrial utilities
โ€ข Experience with CMMS (Computerized Maintenance Management Systems)
โ€ข Familiarity with building codes, OSHA regulations, and safety standards
โ€ข Project management experience, including budgeting and scheduling
โ€ข Ability to interpret engineering drawings, P&IDs, electrical one-line diagrams, and facility layouts.

Preferred Qualifications:
โ€ข Professional Engineer (PE) license or equivalent certification
โ€ข Experience with Lean Manufacturing or Six Sigma methodologies
โ€ข Experience in greenfield or brownfield facility builds
โ€ข Knowledge of energy management and sustainability practices
Travel Requirements
This position requires occasional international travel, approximately two to three trips per year, with individual trips lasting one to two weeks. Travel will primarily support collaboration with CBC's global manufacturing operations, equipment suppliers, and engineering teams during facility development and startup.
