Responsibilities Noblis ESI is seeking a Software Development Advisor II with a national space enterprise and ground systems background to work with our clients in supporting the future ground architecture. Job Responsibilities: * Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned teams and programs/projects. * Provide technical guidance and recommendations related to the integration of National Systems-based capabilities.

* Plan the design and maintenance of software applications, platforms, systems, and data repositories. * Evaluate and test new software programs. * Optimize software for supportability, portability, speed, and scalability.

* Consult with mission specialists, engineers, security specialists, and other stakeholders. * Present new features to stakeholders and internal customers. * Support information assurance and RMF processes; and information systems security engineering.

* Will support Agile-based program management and implementation of a model-Base Systems Engineering approach. * Participate in IPT meetings and review process boards to include but not limited to ERBs, CCBs, SRRs, CDRs, PDRs, and PMRs. * Support the PM in multiple areas which include systems, mission, and enterprise engineering; program management; analytic support; technical analysis; testing; DevSecOps; architecture; and customer outreach and support.

* Serve as technical expert in their assigned area. * Other responsibilities include administrative and technical support to the Government leadership team, internal cross coordination, external mission partners and other DoD/IC customers. Required Qualifications * Must have an active Top Secret/SCI clearance with a Counterintelligence (CI) Polygraph.

* US Citizenship is required. * Bachelor's degree and 3 years OR Master's degree and 1 year OR Associate's degree and 6 years OR High School/GED with 9 years of experience. * Possess strong software architecture, development, and production experience.

* Experience with at least two of the following: * Programming languages, platforms, and architectures to develop applications and systems; cloud engineering; and data access and storage. * Testing, improving, and maintaining software built by other engineers. * Information assurance or information system security * Cloud hosting environments.

* Ability to facilitate commonality within the enterprise by defining, architecting, and integrating a multi-INT, multi-sensor, and multi-nodal processing capability. * Ability to problem solve in a rapidly changing environment and interface with the customer daily. * Track and respond to office tasking, build, and present program briefings, and update project schedules and calendar.

Desired Qualifications * Degree in STEM field. * Familiarity with the IC and NRO enterprise architecture, DOD's space architecture, and public and private cloud environments. * Experience developing, editing, and updating software architecture and CONOPs documentation as the system mission model matures * Familiarity with enforcing IT standards within an infrastructure and maintaining documentation of IT systems.

* Knowledge of Electro-optical, RADAR, SIGINT, Communications, Mission Management, and Mission processing systems supporting a space and ground architecture. * Experience generating and codifying inter-segment and inter-system interface requirements for major space mission systems. * Working knowledge of SAFe Agile or similar agile processes and JIRA and Confluence tools.

* Certified in one or more of the following: DevSecOps, Certified Software Development Professional (CSDP), AWS, OMG Systems Modeler, Agile, Project Management, or MBSE. * Experience with RDNG/DOORs requirements database. management/repository, Rhapsody, SysML applications, Confluence, Jira, or JSMART.

* Understand how system requirements, design, analysis, verification and validation activities are enabled by MBSE across the digital thread (the engineering lifecycle). * Be able to travel. The projected compensation range for this position is based on full time status.

For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package. Posted Salary Range USD $90,700.00 - USD $141,775.00 /Yr.
