\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nThe State of Connecticut, Department of Motor Vehicles (DMV), is accepting applications for a Motor Vehicle Analyst position inour Commercial Vehicle Safety Division in Wethersfield, CT.\r\n\r\n\r\n\r\nWHAT WE OFFER\r\n\r\n Our State Employee Benefits Overview page!\r\n Professional growth and development opportunities.\r\n A healthy work/life balance to all employees.\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n Monday - Friday\r\n Full Time, 40 hours per week\r\n First Shift, 8:00 AM to 4:30 PM\r\n Location: 60 State Street in Wethersfield, CT\r\n Onsite/in-office position\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nTHE ROLE\r\nThe Motor Vehicle Analyst will assume the following key functions within Commercial Vehicle Safety Division (CVSD):\r\n\r\n\r\n\r\n Accreditation and Compliance Analysis.\r\n Collect, verify, and maintain documentation and proofs for accreditation compliance.\r\n Develop tracking tools and reporting metrics to ensure ongoing accreditation readiness.\r\n Coordinate with supervisors and command staff to ensure timely and accurate submission of required materials.\r\n IT Systems and Integration Support\r\n Support data connectivity and operational performance of vehicle-based IT systems.\r\n Monitor and troubleshoot integration of laptops, printers, and communication devices with systems such as Inspect, MCMIS, CDLIS, CVIEW, NEXGEN, AXON, and Drivewyze.\r\n Develop performance reports and analytics to track system uptime, vendor response times, and maintenance outcomes. Prepare information and reports for ITD and MCSAP Grant Application.\r\n Operational Data and Program Analysis.\r\n Compile and analyze operational data related to fleet utilization, inspection support, and system maintenance.\r\n Provide data-driven recommendations to improve resource allocation, efficiency, and compliance.\r\n Support command staff in developing reports for DMV management and external partners. To include DATAQ and other reports used to track unit goals.\r\n The analyst position would perform the administrative and technical functions necessary to support DMV's commercial motor vehicle crash analysis and reporting responsibilities under MCSAP.\r\n The position would review crash report data received electronically from CTDOT, identify federally reportable commercial motor vehicle crashes, correct report defects and coding errors, and prepare accurate crash records for submission into SafeSpect. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles this class is accountable for independently performing a full range of tasks at the professional level in administration, research, planning, legal, management analysis and/or customer service or acting as an assistant to the manager of a medium field operation.

EXAMPLES OF DUTIES

\r\n Performs a variety of\r\n tasks in any of the following areas: administration, research, legal, planning,\r\n management analysis and/or customer service functions;\r\n Oversees assigned agency\r\n project management initiatives;\r\n Prepares administrative,\r\n budgetary, research and management analysis reports;\r\n Conducts research and\r\n corresponding analysis in assigned areas and topics;\r\n Assesses impact of state\r\n and federal legislation on agency programs;\r\n Researches and designs\r\n programs and strategies to enhance customer service delivery options;\r\n Reviews programs and\r\n expenditures for compliance with grant contracts;\r\n Recommends improvements\r\n to agency business practices and oversees the development and implementation of\r\n such improvements;\r\n Provides training and\r\n consultative services to agency staff and units;\r\n Drafts agency\r\n procedures;\r\n Serves on major agency\r\n strategic initiative project teams and provides technical and administrative\r\n support;\r\n Designs and/or modifies\r\n agency forms;\r\n Assists in coordinating\r\n projects or initiatives between assigned unit and other bureaus, divisions\r\n and/or agencies;\r\n Mediates and resolves\r\n contested issues and cases;\r\n Explains statutes,\r\n regulations and policies to the public and agency staff as necessary;\r\n Acts for the branch\r\n manager in their absence;\r\n Performs\r\n lead/supervisory duties as assigned;\r\n May refer cases for\r\n hearings and testify as required;\r\n Performs related duties\r\n as required.\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of technical experience in planning, management analysis, research, administrative and/or customer service functions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at an advanced technical level in a motor vehicle environment requiring the exercise of some independent judgment in research, planning, management analysis, administration and/or customer service. \r\nNOTE: Advanced technical level is interpreted to be at or above the level of Head Motor Vehicle Examiner.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in public administration, business administration or related field may be substituted for one (1) additional year of the General Experience.\r\n Successful completion of a Pre-Professional Trainee (PPT) program may substitute for the General and Special Experience.\r\n Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience and Special Experience.\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience applying Federal Motor Carrier Regulations in operational, compliance or enforcement activities.\r\n Experience supporting tasks within Federal Grant Programs such as documentation, reporting, compliance monitoring or application process.\r\n Experience reviewing interpreting and implementing current laws, regulations or policy requirements.\r\n Experience monitoring reporting deadlines, identifying causes of delayed submissions and preparing documented recommendations to shorten reporting timeliness.\r\n Experience analyzing data to extract required data points, trends or performance indicators using established analytical methods or tools.\r\n Experience supporting tasks related to law enforcement accreditation processes, such as documentation reviews, standards compliance tracking or audit preparation.\r\n\r\n\r\n
