Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
The position will be responsible for the commissioning and testing of the overall Integrated Control and Safety System (ICSS) or a specific subsystem that may include but not limited to the Distributed Control System (DCS), Safety Instrumented System (SIS), the process Fire and Gas System (FGS), and subsystem Programmable Logic Controllers (PLC). The ICSS Specialist will work with project instrument, electrical, mechanical, and process engineers to commission all process control, safety requirements and system interfaces. Must be willing to work a flexible schedule if required, including, but not limited to nightshift, split shift, or day shift. #LI-SP1
Major Responsibilities:
  • Provides functional oversight of the ICSS within the Commissioning and Startup project group.
  • Responsible for the testing, commissioning, and Startup of the ICSS scope of work comprising large-scale process control (DCS),safety instrumented systems (SIS), process fire and gas systems (FGS), process control network (PCN) systems and supporting fiber optic telecommunications infrastructure.
  • Ensures the integrity of the ICSS system is maintained, including hardware and Software by Establishing and maintaining records of Hardware and Software Temporary/Permanent changes and performing Software Backups.
  • Supports Site Acceptance Testing (SAT) for ICSS Systems with Suppliers.
  • Supports Loop Check Program.
  • Performs system cause and effects testing.
  • Support of system testing, commissioning and startup.
  • Audits ICSS activities, ensuring compliance with the project's Execution Plan, Project Procedures Manual, Startup Procedures (STCP's) and Design Change Notices (DCN's).
  • Initiate Project Technical Requests (PTR) for issuing Requests for Information (RFIs), Field Change Documents (FCDs), and Non Conformance/Compliance Reports (NCRs) and coordination between project site, contractors, clients, and home office.
  • Communicates complex technical issues and recommends solutions to upper management.
  • Produces and interpret technical drawings and specifications.
  • Identifies and resolves/elevates ES&H issues in the field and is a visible 'walk the talk' leader in good ES&H practices.
  • Analyzes commissioning requirements including installation, purchasing, and contractual issue

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:
  • Demonstrated experience in ICSS design, development And/or Commissioning of with multiple platforms ABB Distributed Control Systems (DCS), Safety Instrumented Systems (SIS), and Fire and Gas Systems (FGS),i.e., ABB 800xA
  • Experienced in ICSS for industrial projects.
  • Experienced in configuration and commissioning Process control loops (simple and complex)
  • Application and adherence to IEC 61511 Safety Instrumented Systems for the Process Industry in SIS design.
  • Previous experience in commissioning configurable I/O platforms on ABB Process Control System
  • Third party system integration.
  • Experience in Cause-and-Effect Testing including SIS and FGS C&E testing
  • Understanding of Process instrumentation and Fire and Gas Devices
  • Instrumentation field wiring, implementation, and testing
  • ICSS commissioning and start up experience.
  • Application software logic programming (function block, sequential, and ladder)
  • Application of LNG facility applicable industry standards, regulatory codes, and recommended practices
  • Experience with Compressor performance & anti-surge controls
