Job Description
The New York City Department of Citywide Administrative Services (DCAS), seeks to hire an experienced, talented, and highly motivated individual to serve as the Director of Human Resources within the Administration line of service.
Administration offers internal support services to all lines of service through the tasks performed by several key units. Human Resources, together with the Employee Relations team, supports the DCAS workforce by performing personnel actions, providing career counseling and administering wellness programs, and managing payroll and timekeeping. Agency Support Services administers the agencywide records management program; and the Office of Transportation Services is responsible for over 200 vehicles and provides City Hall with automative support.
The CityStore, meanwhile, provides centralized retail services for City agencies and sells unique gifts, collectibles, and City publications; these retail services are available both online and in-person.
The Human Resources Unit is responsible for the day-to-day personnel operations for DCAS, including, but not limited to: implementing personnel actions, including appointments, promotions, separations, background investigations, and NYCAPS transactions. Human Resources also processes new hires, job vacancy notices and promotions, in addition to providing DCAS employees with information about the NYC Pension system, the Deferred Compensation Plan, flexible spending plans, health benefits, leaves and workers compensation procedures, along with death benefits counseling to beneficiaries.
Through strategic collaboration and partnership with the Assistant Commissioner of Human Resources, the Director of Human Resources will be tasked with overseeing all human resources functions throughout the agency, while assisting with the modernization of Human Resources operations through the development of the current HR team and the execution of strategies geared towards improving service quality, efficiency and employee satisfaction.
Specific responsibilities will include but not be limited to the following:
- Oversight of all daily HR functions, including advising on agency and city specific policies.
- Reviewing, evaluating and overseeing the processing of all new hire, transfer and promotion transactions in compliance with citywide requirements and civil service guidelines.
- Tracking and monitoring the submission of agencywide new hire and promotion requests to the Office of Management and Budget (OMB).
- Oversight of agency recruiting and onboarding activities, including the creation of job vacancy notices and the conducting of recruitment events and civil service hiring pools.
- Troubleshooting and resolving complex HR issues, including but not limited to those in relation to civil service law and the city's personnel rules and regulations.
- Coordinating the external transfer of current employees with other mayoral and non-mayoral agencies.
- Collaborate with the Assistant Commissioner of Human Resources to improve operational efficiency through the development of standard operating procedures and communication guidelines.
- Conducting monthly HR business partner meetings to assure unit specific goals/needs are aligned with human resources policies and procedures.
- Assisting with the development of standard meeting protocols and training programs to align HR business partner knowledge and skillsets with organizational objectives.
- Oversight of all HR compliance functions including the review, sign-off and internal audits of personnel records and employee documentation.
- Oversight of all Human Resources related records management.
- Make recommendations for unit improvements utilizing metrics and data related to human resources activities
- Serving as the agency's career counselor.
- Additional tasks, as needed.
Only permanent employees in the title, a comparable title, and those that are reachable on the civil service list are eligible to apply.
ADMINISTRATIVE STAFF ANALYST - 10026
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
4. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
5. A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
