Job description

Nightwing provides technically advanced full-spectrum cyber, data operations, systems integration and intelligence mission support services to meet our customers' most demanding challenges. Our capabilities include cyber space operations, cyber defense and resiliency, vulnerability research, ubiquitous technical surveillance, data intelligence, lifecycle mission enablement, and software modernization. Nightwing brings disruptive technologies, agility, and competitive offerings to customers in the intelligence community, defense, civil, and commercial markets. The Operations Manager is responsible for the day-to-day integration, coordination, and execution of program operations supporting the Maverick Program. This position serves as the central point of synchronization across staffing, technical, facilities, logistics , security, and subcontractor activities to ensure successful program execution, mission readiness, and contractual compliance. The Operations Manager maintains an integrated project management view of program requirements, resources, dependencies, and priorities, enabling proactive decision-making and effective communication across government, prime contractors , and subcontractor stakeholders. This role works closely with program leadership to identify risks, resolve operational challenges, and ensure all program elements remain aligned to customer objectives , contract requirements, and mission needs. Key Responsibilities * Maintain an integrated operational view of program requirements, staffing, technical activities, facilities support, logistics , security, and customer priorities. * Coordinate and track program activities across multiple functional areas to ensure schedule adherence, resource alignment, and mission continuity. * Lead requirements management activities, ensuring customer requirements are documented, communicated, prioritized, and executed across the program. * Develop and maintain program operational metrics, action item trackers, risk registers, dependency logs, and executive-level status reports. * Coordinate workforce planning activities, including staffing requirements, onboarding, personnel movements, surge support, and resource forecasting. * Serve as the primary operational interface between program leadership, functional managers, subcontractors, and customer stakeholders. * Facilitate cross-functional meetings, operational reviews, and integrated planning sessions to drive accountability and timely issue resolution. * Identify operational risks, resource constraints, and execution gaps; develop mitigation strategies and corrective action plans. * Support program financial and resource planning activities through workforce utilization tracking, subcontractor coordination, and operational forecasting. * Ensure compliance with program policies, security requirements, contractual obligations, and organizational procedures. Subcontractor Management Responsibilities * Lead subcontractor performance management activities to ensure fulfillment of contractual obligations, program requirements, and service-level expectations. * Monitor subcontractor staffing, deliverables, milestones, quality standards, and operational performance. * Conduct regular performance reviews and status meetings with subcontractor leadership to address issues, risks, and corrective actions. * Ensure subcontractor personnel maintain required qualifications, clearances, training, and readiness to support mission requirements. * Coordinate subcontractor onboarding, access requirements, facilities support, logistics needs, and workforce planning activities. * Track subcontractor performance metrics and provide recommendations to program leadership regarding performance improvements and risk mitigation. * Facilitate communication and coordination between subcontractor personnel, government stakeholders, and program leadership to ensure alignment of priorities and execution objectives . Required Qualifications * Bachelor's degree in business administration , Program Management, Operations Management, Information Technology, Engineering, or related discipline or in lieu of degree 15 years of progressive government contracting experience * Minimum 8 years of experience supporting government, Intelligence Community, or national security programs * Demonstrated experience managing complex operational activities across multiple functional disciplines * Experience coordinating staffing, technical, facilities, logistics , security, and administrative support requirements within a program environment * Experience leading subcontractor performance management and contract execution activities * Strong understanding of program management principles, requirements management, workforce planning, and operational integration. * Ability to manage multiple priorities simultaneously in a fast-paced and dynamic environment. * Excellent written, verbal, briefing, and stakeholder engagement skills. * Active TS/SCI clearance; Polygraph preferred. Desired Qualifications * PMP certification. * Experience supporting classified Intelligence Community programs. * Experience with integrated master schedules, project management tools, and performance reporting. * Experience supporting geographically dispersed teams and multi-contractor environments. * Knowledge of federal contracting, task order execution, and subcontract management practices. Salary & Benefits
The salary associated with this position ($122,000-$253,000) is commensurate with the selected candidate's qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
