Reports To: Director of Institutional Research, Effectiveness and Transformation

JOB OVERVIEW

The Data Management and Governance Manager leads the operational management of the College's institutional data assets by overseeing data governance, data quality, analytics, and decision-support systems that provide accurate, trusted, and accessible information for institutional operations, decision making, and accountability reporting.

The position leads institutional data governance, reporting operations, analytics, and information management activities that strengthen institutional data capacity, and support the College's operation and accountability responsibilities. The Manager works collaboratively with academic and administrative offices to promote consistent data standards, improve data quality, and expand access to reliable institutional information and intelligence. The position provides the data management and analytics infrastructure that supports assessment, evaluation, accountability, and continuous improvement across the College.

The Data Management and Governance Manager is a grant-funded position and salary commensurate with verifiable experience and education.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Data Management and Governance

  • Lead implementation of the College's data governance framework, policies, standards, and business rules.
  • Develop and maintain institutional data definitions, data dictionaries, reporting standards, and reference materials.
  • Promote consistent institutional data stewardship and documentation practices across the College.
  • Coordinate cross-functional data governance activities with academic and administrative offices.
  • Develop sustainable institutional data management practices that strengthen organizational capacity.

Data Quality and Stewardship

  • Oversee institutional data validation, reconciliation, and quality assurance activities.
  • Identify and resolve data quality issues in collaboration with campus data stewards.
  • Develop procedures that improve data accuracy, consistency, integrity, and reliability.
  • Maintain documentation supporting institutional data processes, methodologies, and business rules.
  •  Identify opportunities to improve institutional reporting and data management processes through automation and technology.

Institutional Reporting and Analytics

  • Develop and maintain recurring institutional reports, dashboards, scorecards, and data visualizations.
  • Conduct trend analyses and prepare analytical summaries that support operational and executive decision making.
  • Coordinate institutional data requests and standard reporting services.
  • Prepare and validate data supporting federal, state, accreditor, grant, and other accountability reporting requirements.
  • Identify opportunities to improve institutional reporting and data management processes through automation and technology.
  • Develop data resources, analyses, and performance reporting that support the implementation, evaluation, and continuous improvement of the College's Testing and Evaluation Center and other institutional initiatives.

Documentation and Collaboration

  • Develop and maintain reporting procedures, workflows, technical documentation, and reference materials.
  • Collaborate with faculty and administrative offices to strengthen institutional data practices.
  • Participate in committees, workgroups, and professional development related to assigned responsibilities.
  • Maintain confidentiality of institutional information and records.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Education

Bachelor's degree required from an accredited institution.

Preferred fields include:

Master's degree preferred.

Experience

  • Minimum of three years of progressively responsible experience in institutional research, data management, analytics, reporting, information systems, or related areas.

  • Experience implementing data governance or data quality initiatives.

Technology

  • Advanced proficiency with Microsoft Excel.
  • Experience using SQL, Power BI, SAS, R, Phyton or comparable data management, statistical, and business intelligence tools.
  • Ability to learn and support institutional information systems and related technologies.

PHYSICAL DEMANDS

The employee is regularly required to sit, communicate, use computers, and perform routine office activities. Occasional lifting of materials up to 25 pounds may be required. WORK ENVIRONMENT

Work is primarily performed in a standard office environment with routine use of computers and office equipment. Occasional evening or weekend work may be required to meet reporting deadlines and support institutional projects.
