About the Role
Bailey Information Technology, LLC (BIT, LLC), a Service-Disabled Veteran-Owned Small Business (SDVOSB), is seeking an experienced Administrative Assistant to support the Guam Army National Guard (GUARNG) Recruiting and Retention Battalion (RRB). In this role, you will be the driving force behind the Battalion's enlistment waiver process — managing packet preparation, tracking, and routing from start to finish, and serving as the go-to point of contact for recruiters navigating waiver requirements. This is a mission-critical, client-facing position supporting our nation's service members and applicants.

What You'll Do
  • Build and process enlistment waiver packets in accordance with AR 601-210 and the Accession Options Criteria (AOC)
  • Produce and scan all required core waiver documents; check each packet for accuracy and completeness
  • Forward completed waiver packets to the Recruiting & Retention Section Chief (RRSC)
  • Maintain a digital tracking log of all waivers in process and prepare a consolidated monthly status report for Battalion leadership and the Contracting Officer's Representative (COR)
  • Supply recruiters (RRNCOs) with the applicant data needed to complete waiver screens in Recruiter Zone (RZ)
  • Serve as the single point of contact for waiver packet processing across the recruiting force, keeping everyone current on requirements and policy changes
  • Conduct administrative interviews with applicants and walk them through required documentation and next steps
  • Personally route waiver packets to local command/administrative offices to secure required approval signatures
  • Draft and maintain the waiver-processing Standard Operating Procedure (SOP), subject to COR review
  • Provide general administrative support: filing, phones, scheduling, and research/briefing materials as needed
What You Bring
  • Strong organizational skills and comfort managing multiple documents/deadlines simultaneously
  • Excellent written and verbal communication skills; comfortable interviewing applicants and briefing leadership
  • Working knowledge of (or ability to quickly learn) military enlistment processes, AR 601-210, and waiver documentation requirements
  • Proficiency with Microsoft Office 365 (Word, Excel, Outlook)
  • Ability to maintain confidentiality and safeguard Personally Identifiable Information (PII)
  • Valid driver's license and personal vehicle for local document-routing travel
  • Ability to pass an FBI fingerprint check and National Agency Check with Inquiries (NACI) for CAC/installation access
  • Prior military, National Guard, or recruiting-office administrative experience strongly preferred
Work Environment
This is a fully onsite position supporting the GUARNG RRB at the Guam Capital Investment Corporation (GCIC) Annex A1 and the Joint Force Headquarters (Building 300, Room 109) in Barrigada, Guam. Standard hours are Monday–Friday, 8:00 AM to 5:00 PM, aligned with federal and installation holidays. Telework is not available for this position.
