Location: Albany, NY (Hybrid)

Overview:
We are seeking a Data Conversion Specialist who will support our NYS client’s Integrated Eligibility System modernization initiative. This role will analyze, transform, map, and validate data across legacy and target systems while supporting ETL, data profiling, cleansing, and conversion quality assurance activities. The specialist will collaborate with subject matter experts, business analysts, and development teams to ensure accurate, complete, and reliable data throughout the migration lifecycle.
Duties:
  • Collaborate with subject matter experts, business analysts, and development teams to understand project data requirements and attributes.
  • Perform As-Is system and data analysis and prepare supporting data documentation.
  • Develop strategies for extracting, transforming, and loading data from As-Is systems into To-Be systems.
  • Create source-to-target data mappings by analyzing complex source and target system data and resolving data issues.
  • Develop and test database query solutions using Oracle and SQL Server.
  • Develop and test UNIX shell scripts supporting data conversion activities.
  • Tune and optimize queries, troubleshoot migration issues, and identify errors during data loads and transformations.
  • Document To-Be target model data requirements based on approved business requirements.
  • Define and document data profiling, cleansing, transformation, and quality rules.
  • Coordinate and facilitate As-Is data profiling and cleansing activities with business users.
  • Interpret profiling results and prepare clear reports, findings, and recommendations.
  • Identify optimal approaches for resolving data quality and consistency issues.

Mandatory Qualifications:
  • 7+ years’ of experience working on complex projects, including 2+ years’ of experience in a leadership role as a Specialist.
  • 7+ years’ of experience supporting data conversion projects, including source system metadata analysis, source-to-target data mapping, data profiling and cleansing, To-Be data requirements, data synchronization or bridging, and data conversion quality assurance testing.
  • 2+ years’ of experience working in an Integrated Eligibility System program within the Fair Hearings and/or Data Management domain in a Health and Human Services setting.
  • 5+ years’ of experience with data quality, data profiling, data cleansing, standardization, and SQL development using RDBMS tools such as Oracle and data quality tools such as Informatica Data Quality.
  • 3+ years’ of experience analyzing data and business processes to identify data quality issues and support data cleansing, transformation, and migration activities.
