Description of Role and Project

Works-in-Progress Associates (WPA) is seeking an Assistant Project Manager & MWBE/SDVOB Outreach to become an integral part of our team! This part-time position will work remotely in addition to one monthly site visit in Albany, NY. The candidate will work closely with Dormitory Authority of the State of New York (DASNY) Opportunity Programs Group (OPG) to provide MWBE/SDVOB Outreach (during Procurement and Construction) and assistance for the new large laboratory project in Albany, NY. This candidate will also support the Design Builder team (DB).

Minimum Requirements:

  • Baccalaureate Degree in engineering/architecture and/or construction related field from an accredited college or university is preferred.
  • OSHA 30 certification is required
  • A driver's license valid in New York State.
  • Demonstrated proficiency with all applicable software packages including but not limited to MS Windows; MS Office (including Project, Word, Excel, Outlook, and PowerPoint), and Adobe Acrobat.

Tasks and Responsibilities include, but are not limited to:

  • Collaborate with the DB team on outreach efforts to engage identified prime contractors and subcontracts to determine capacity and availability.
  • Review documents from the DB team explaining why firms are not interested or can’t perform the work as part of the Good Faith Effort documentation.
  • Support the DB team and DASNY with outreach campaigns as required
  • Review MWBE/SDVOB Utilization Plans for both the DB team and their professional contracts. Provide written reports to the consultant and owner on findings with recommendations where required.
  • Confirm the DB team Utilization Plans for consultants, subcontractors, suppliers, and/or brokers are certified and scope verification forms, if required, are filled out completely and correctly and kept on file (i.e.: not submitted to Dormitory Authority of the State of New York (DASNY) Opportunity Programs Group (OPG)
  • Review final MWBE/SDVOB Utilization Plans before they have been uploaded into the New York State Contract System- Statewide Utilization Management Plan (SUMP) system to ensure accuracy of plan.
  • For each Bid Package (and prior to entry of utilization plans into SUMP by the DB team) review the draft MWBE/SDVOB Utilization Plans submitted by the DB team and issue a corresponding report with findings to include but not limited to the following topics.
    • Identify shortfalls. Review Good Faith Efforts and provide suggested adjustments.
    • Review submitted Utilization Plans by DB team and their subcontractors AFTER submitted into NYS system.
    • Review Bid Packages for the bonding requirements required for MWBE/SDVOB contractors and their capacity to bond the work volume for accuracy and completeness and records are kept updated.
    • Communicate all updates needed with DB team.
    • Review findings with the DASNY OPG and assist with taking steps for the acceptance of the bid package.
    • After each report issued by WPA, a discussion of findings will be conducted with DASNY OPG prior to transmission of comments to the DB team.
    • Review Bid Packages and associated list of outreach names for completeness & geographical coverage. Coordinate with DASNY OPG team.
    • Review Subcontractor North American Industry Classification System (NAICS) coding for accuracy.
    • Monthly Commercially Useful Function (CUF) site walks are required.
    • Provide Monthly CUF construction reports.
    • Provide Quarterly Professional Services Activity Reports.
    • Verify Statewide Utilization Management Plan (SUMP) Experience within the NYS Contract System.
    • Review Subcontractor Change Order (CO) updates in NYS System.
    • Review Subcontractor’s and Supplier’s subcontracts intended to support the Utilization Plans. Ensure there is alignment in scope of work and an associated subcontract to support each listing in the UP's.

Candidates must demonstrate experience with the following and provide samples:

  • Provide SUMP Experience within the NYS Contract System
  • Construction Phase CUF Report Example
  • Provide approach to Monitoring UP's both before and after submission by the Design Builder

Company Description

WPA is a woman-owned Owner's Representative firm and we manage construction projects for mostly nonprofits including schools, hospitals, libraries, etc. in the New York City area. We have been in business for over 30 years and have completed well over 500 projects. We currently have somewhere between 50-60 employees.
Because we are a woman-owned firm we are on contracts with larger Construction Management firms such as LiRo, Hill International, Jacobs, Tectonic, Gilbane, etc. and we help them to meet their WBE goals. We provide Project Managers, Inspectors, Estimators, Office Engineers and so on. Currently we are on about 10-15 different contracts.
