Job Summary
Under general direction, is responsible for coordinating and conducting contract initiation, monitoring or compliance activities, in accordance with the City's contracting policies and procedures. Conducts research, evaluates policies and procedures, and makes recommendations to achieve goals and objectives. Working conditions are primarily in an office environment. May exercise supervision over assigned staff.
This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
  • Develops and implements the practices and procedures established for contract initiation, monitoring, or compliance.
  • Performs development, negotiation, initiation, monitoring, or compliance activities for federally funded contracts to adhere and comply with CDBG, HOME, or other federal regulations.
  • Prepares detailed written reports and presentations regarding contracting projects.
  • Prepares Grant Award Notices and related documents as needed.
  • Performs special reviews, projects, and programs, and may prepare Requests for Proposals (RFP's).
  • Provides technical assistance and direction regarding contract and grant compliance to both internal and external partners.
  • Provides staff support as required for special projects.
  • Performs related duties and responsibilities as required.
  • Provides direction to staff regarding improvements to contracting procedures.
  • Supervises staff and gives direction regarding contract compliance issues and related matters.
  • Oversees all negotiations, terminations, and renegotiations of contracts.
  • Approves or rejects requests for deviations from contract specifications and delivery schedules.
  • Develops contract compliance work plans and objectives.
  • Conducts presentations regarding contracting projects.
  • Performs related duties and responsibilities as required.

Job Requirements
  • Bachelor's Degree from an accredited college or university.
  • Three (3) years increasingly responsible experience in contract management, preparation or compliance.
  • Valid Class "C" Texas Driver's License.

Preferred Qualifications
  • Two (2) years of increasingly responsible experience with contract management and compliance monitoring.
  • Two (2) years of increasingly responsible experience with Federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) grants.
  • Two (2) years increasingly responsible experience with policies, guidelines, and 2 CFR 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and how it relates to the acceptance and use of Federal CDBG and HOME funds.
  • Two (2) years of experience in working with SAP or other equivalent enterprise resource planning systems.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
