Project Overview:
The rapid growth of AI and digitalization is fueling unprecedented demand for data centers that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team have signed an early works contract to build one of the largest gas fired power generation facilities in the U.S.
This project is of significant scale and complexity, and our team is helping the customer progress early-stage development, that would lead to the start of full EPC delivery this year.
The candidate will locate on a long-term assignment to Cheyenne, Wyoming. This position is contingent upon project award.
Job Summary:
The Workforce Services Supervisor oversees workforce services operations supporting project staffing, onboarding, accreditation, workforce data management, personnel administration, training coordination, workforce logistics, and compliance activities. The position ensures workforce requirements are executed efficiently and in compliance with company procedures, project requirements, client requirements, and applicable regulations.
The Workforce Services Supervisor provides leadership to Workforce Services personnel and works closely with Labor Relations, Construction, Project Controls, Security, Training, and Project Leadership to support successful project execution and workforce readiness. #LI-SM2
Major Responsibilities:
Workforce Planning and Mobilization
  • Direct workforce mobilization activities in support of approved staffing plans and project schedules.
  • Coordinate recruitment, onboarding, badging, accreditation, and workforce entry requirements.
  • Monitor workforce demand forecasts and staffing requirements.
  • Support requisition planning and workforce mobilization schedules.

Personnel Administration
  • Oversee employment verification, I-9 processing, background screening coordination, and personnel documentation.
  • Ensure workforce records are accurately maintained and retained.
  • Manage workforce documentation required for client and regulatory compliance.
  • Maintain workforce data integrity within approved systems.

Workforce Systems and Reporting
  • Supervise workforce data management activities.
  • Develop and review workforce metrics, reports, dashboards, and compliance tracking tools.
  • Ensure timely reporting of workforce activities to project leadership.
  • Support workforce analytics and staffing forecasts.

Training and Workforce Development
  • Coordinate onboarding programs, orientation activities, and workforce training requirements.
  • Support workforce development initiatives and apprenticeship coordination.
  • Ensure training records and competency documentation are maintained.
  • Monitor workforce readiness and compliance with training requirements.

Workforce Compliance
  • Oversee compliance with workforce policies, project procedures, labor requirements, and regulatory obligations.
  • Support labor compliance audits and workforce reviews.
  • Coordinate workforce issue resolution and escalation as needed.
  • Ensure proper handling and protection of personnel information.

Leadership and Supervision
  • Provide daily leadership and direction to Workforce Services personnel.
  • Establish priorities, assign work, and monitor performance of assigned staff.
  • Develop workforce services procedures and continuous improvement initiatives.
  • Foster effective working relationships with project stakeholders and support organizations.

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) in Human Resources, Business Administration, Industrial Relations, Construction Management, or related field, and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:
Basic Qualifications
  • Experience in workforce services, human resources, labor relations, staffing, employee relations, or construction administration.
  • Experience supervising personnel or coordinating workforce programs.
  • Strong organizational, communication, and problem-solving skills.
  • Proficiency with Microsoft Office and workforce management systems.

Preferred Qualifications
  • Experience supporting large EPC, industrial, power, mining, LNG, or infrastructure projects.
  • Experience with workforce mobilization and onboarding programs.
  • Knowledge of labor agreements and construction workforce practices.
  • Experience with BrassRing, SAP Employee Central, training systems, or workforce reporting tools.
  • Experience managing accreditation, badging, and client compliance programs.
  • Bilingual - Fluency reading/writing/speaking Spanish and English.
