Location: Pine Bluff Arsenal, Pine Bluff, Arkansas
Employment Type: Full-Time
Objective
Seeking an experienced, organized, and results-driven Project Manager to oversee contract operations at Pine Bluff Arsenal (PBA). The Project Manager will be responsible for planning, coordinating, supervising, and managing all project activities related to custodial, sanitation, and facility support services in accordance with contract requirements, safety standards, environmental regulations, quality control procedures, and Government installation policies. The successful candidate will ensure operational efficiency, workforce accountability, regulatory compliance, and exceptional service delivery while maintaining a safe and professional working environment.Essential Duties and Responsibilities
The Project Manager shall perform a variety of management and operational oversight duties, including but not limited to:
  • Oversee daily custodial and facility support operations across administrative, industrial, warehouse, and specialized facilities.
  • Manage and supervise custodial personnel, team leads, and subcontractors to ensure contract performance standards are met.
  • Develop work schedules, staffing plans, and task assignments to maintain efficient operations.
  • Monitor employee attendance, productivity, conduct, and performance.
  • Conduct regular inspections of facilities and completed work to ensure compliance with quality assurance standards.
  • Ensure compliance with all contract requirements, OSHA safety standards, environmental regulations, and Pine Bluff Arsenal policies.
  • Coordinate with Government representatives regarding project status, service requests, inspections, and operational concerns.
  • Prepare and maintain operational reports, inspection records, performance documentation, and corrective action reports.
  • Manage inventory and procurement of custodial supplies, materials, and equipment.
  • Ensure all equipment is properly maintained and operated safely.
  • Respond promptly to emergencies, urgent service requests, spills, or safety incidents.
  • Investigate and report accidents, damages, safety hazards, and operational issues to appropriate personnel.
  • Support deep-cleaning operations, special projects, and contingency operations as required.
Required Qualifications
  • High school diploma or GED required; Associate's or Bachelor's degree preferred.
  • Minimum of 3-5 years of supervisory or project management experience in custodial, facilities management, or related operations preferred.
  • Strong leadership, organizational, and communication skills.
  • Ability to read, write, speak, and understand English effectively.
  • Experience managing personnel, schedules, inspections, and operational performance.
  • Knowledge of custodial equipment, cleaning procedures, safety standards, and quality control processes preferred.
  • Must be legally authorized to work in the United States.
Requirements
The Project Manager position requires the ability to:
  • Supervise personnel and manage multiple operational priorities simultaneously.
  • Stand, walk, and move throughout facilities for extended periods.
  • Lift, carry, push, and pull up to 50 pounds when necessary.
  • Work in varying indoor and outdoor environmental conditions.
  • Operate computers, communication equipment, and custodial machinery safely.
  • Perform duties in hot, cold, humid, dusty, or industrial environments.
