Job description

Description This position handles the research, document preparation and acquisition of easements for Capital Sales Tax and C-Fund improvement projects. Examples of Duties JOB DUTIES AND RESPONSIBILITIES: 1. Citizen Intervention - This position makes contact with all citizens for whom the County needs agreement for easement prior to embarking upon a major improvement project.

Generally, the projects are the creation of new or the enhancement of existing roads, and private property access needs to be granted to the County. The incumbent may make contact through mail, email, or telephone, to arrange a face-to-face meeting. Knocking on doors may be required to make contact.

The incumbent must have a general understanding of construction plans and the engineering concepts behind them well enough to explain to a citizen. The goal is to begin a dialog that results in the landowner allowing the County to proceed with the planned improvement. Throughout the process, the incumbent remains in communication with the affected citizens.

2. Research - This position must perform all required research of the property in question to determine the rightful owner. Sometimes the rightful owner is not readily apparent, and extensive research must be completed within the departments of the RMC, Tax Collector, Assessor, Treasurer, Planning and Development, and Probate Court.

3. Document Preparation - This position will prepare a variety of documents, including permanent and temporary easements, warranty deeds, quit-claim deeds, letters of permission, easement sketches, GIS/landscape/project boundary overview maps, and status update reports. This position will prepare reports and records to provide county leadership the information to help them make informed decisions.

4. Inquiries - Other departments may have questions on property that this position will be involved with, and the incumbent will update them on the progress and results of research. This may include easements, permits, provisions, and rights-of-way on past, current and future projects.

This position operates with limited supervision, since the required research will vary depending upon the uniqueness of the situation. The incumbent is expected to know how to conduct the required property research to obtain the optimum results. The challenge of the position is obtaining permission for property from citizens without payment.

Often, this requires very careful and tactful negotiations over long periods of time. PHYSICAL REQUIREMENTS OF THE JOB: This job has specific physical requirements such as lifting, driving, ability to travel, exposure to the elements and pollutants of a construction site. Note: The list below is not comprehensive; this job is also responsible for other duties as assigned.

Supplemental Information REQUIRED EDUCATIONAL BACKGROUND AND JOB-RELATED EXPERIENCE: Minimum Level of Job-Related Education: AA degree in a related field, such as real estate law, paralegal studies; or AS in engineering, construction science/management or related field. Minimum Amount of Job-Related Experience: five years of experience in a similar environment Minimum Level of any Required Qualifications, Licenses, Certificates, Registrations, or any Relevant Knowledge, Job Skill or Equivalent Experience: strong negotiation skills; Ability to conduct property research thoughtfully; ability to read maps, plats, plans. This position will require Notary Public in SC and CEPSCI certification or the ability to acquire these within 6 months.

Position will also be required to obtain IRWA / certification RWA and / or RWP designation.
