Job Summary
As a function of the Waupaca County Child Support Agency, this position is responsible for collecting information, maintaining records, establishing and enforcing court orders for child support and medical insurance, establishing paternity, locating and interviewing parties, and for the financial management of court orders on the statewide KIDS system.
This position works under the supervision of the Corporation Counsel/Child Support Administrator.
Essential Responsibilities
Maintain an assigned caseload of approximately 500-550 court cases.
Provide case management services to participants from referral or application, for the establishment or modification of orders for support and/or health insurance, and for full administrative and judicial enforcement of child support orders. Prepare court documents using WIKIDS publication platform for attorney approval. Participate in court hearings on a monthly basis, including hearing preparation with attorney.
Provide case management services to participants from paternity referrals or application, including conducting genetic testing on participants and child, completing all court documents using the WIKIDS publication platform for attorney approval, attending court hearings, communicating with the Bureau of Vital Statistics, and enforcing orders once entered.
Monitor status of cases, including KIDS worklists, to meet federally mandated timeframes for case activity in order to exceed federal performance standards.
Monitor support payments, income withholding orders, and national health insurance notices.
Utilize parent locate resources for absent parents.
Manage all financial aspects of the child support order, including but not limited to, performing manual financial adjustments; daily monitoring of suspense report; certifying cases for administrative enforcement including license suspension and lien docket where appropriate; and working with third parties for lien release or satisfaction.
PERIPHERAL RESPONSIBILITIES:
Performs other duties as assigned by the Child Support Administrator.
Qualifications
EDUCATION: High school graduate or equivalent required. Post-secondary education preferred; criminal justice or paralegal degree is highly preferred.
EXPERIENCE: Experience in complex clerical and office management work. Combination of three years of training and experience, which provides the required knowledge, skills, and abilities. Use of multiple cloud-based and network data systems.
SPECIAL REQUIREMENTS: Per IRS regulations, employee will be fingerprinted at the time of hire and every five years thereafter and must be able to pass FBI and DOJ background checks. Unfavorable adjudication will result in termination from employment.
Knowledge, Skills & Abilities
Knowledge of court procedures, legal terminology, and child support and paternity laws. Ability to participate in court hearings.
Must have skills in math, office practice, and accounting.
Proficient knowledge of computers, including word processing, spreadsheet and/or data base software.
Ability to answer inquiries and complaints effectively and maintain competence in stressful situations.
Interpersonal and customer service-related skills are essential to this job.
Ability to use discretion and good judgment and maintain confidentiality. Ability to interact with a variety of people, including irate and upset individuals in emotionally charged situations. Skill to use tact and courtesy.
Ability to accept responsibility and exercise independent judgment within the scope of defined duties and responsibilities.
Ability to maintain regular and successful communication with case participants, the public, the courts, attorneys, law enforcement, and other legal partners.
