Job description

  • Direct and oversee the development, implementation, and maintenance of procurement policies and procedures to ensure compliance with applicable federal, state, and local laws, Dallas ISD conflict of interest and gift policies, and 
  • Procurement Program rules and requirements, including regulations requiring a fair and open competitive bidding process.
  • Communicate Procurement Program rules, requirements, updates, and changes throughout Dallas ISD in a timely manner and ensure consistent implementation across all departments.
  • Supervise, mentor, and evaluate procurement staff, including senior buyers, buyers, and buyers' assistants, while providing leadership and guidance within the Procurement Services Department.
  • Coordinate and maintain effective working relationships with internal departments, external stakeholders, vendors, and community partners to support district procurement objectives.
  • Serve as the primary point of contact for all instructional support procurement Board Agenda items, ensuring accuracy, timeliness, compliance, and appropriate approvals.
  • Review, develop, and manage Requests for Proposals (RFPs), Invitations for Bids (IFBs), and other solicitation documents for products and services, ensuring compliance with district, state, federal, and special-purpose requirements.
  • Perform administrative and operational functions as needed, including resolving procurement issues, researching information, and maintaining procurement records and documentation.
  • Administer and oversee contracts, renewals, amendments, and vendor 
    performance issues to ensure compliance with contractual obligations and district requirements.
  • Review and approve purchase orders, procurement transactions, and related documentation in accordance with established policies and procedures.
  • Support and promote the district's small business participation initiatives and supplier diversity goals.
  • Remain current on procurement laws, regulations, and best practices affecting 
    public school districts, including applicable federal, state, local, and district policies and procedures.
  • Uphold and promote the highest standards of ethical conduct, integrity, transparency, and accountability in all procurement activities.
  • Bachelor's Degree from an accredited university required
  • Master's Degree from an accredited university preferred
  • CTSBO, CPPO, CPPB license/certification preferred
  • Five years of directly related experience including three years of experience as a buyer in either an institutional/government or school district purchasing environment, including five years of supervisory experience and administrative/regulatory experience required.
  • Knowledge of the principles, procedures, and legal requirements of school district purchasing and contracts
  • Understanding of the principles, procedures, and requirements of financial accounting
  • Capability to assist in strategic planning and situational analysis
  • Initiative to analyze data and prepare accurate reports
  • Establish effective interpersonal skills to interact with all levels of employees, staff members and the general public
  • Execute planning and problem solving/investigative skills as required to research inquiries related to job responsibilities
  • Ability to coordinate multiple projects and assignments; high degree of flexibility required
  • Exemplary skills in both verbal and written communication
  • Competency to provide information to staff in a way that maximizes productivity, efficiency, and cost-effectiveness
  • Proficient Computer skills, specifically, familiarity with Microsoft Windows, Microsoft Office, and Enterprise Resource Planning Systems or specifically Oracle
