Description
Markon is seeking a Contracts Administrator to support its family of companies by maintaining effective internal and external communications to ensure the timely execution of contracts, analyzing contract documents, negotiating agreements, and supporting the proposal process. This individual will also provide guidance to team members on contracts administration principles, practices, and regulations.
This role requires a strong foundation of specialized contracts knowledge and skills, along with a commitment to continuous improvement to protect company interests and enhance profitability. The Contracts Administrator will leverage advanced training and experience to make sound business decisions when analyzing, preparing, negotiating, and administering government contracts. This position is expected to exercise independent judgment, identify and resolve significant contractual issues, and collaborate with senior leadership across Markon's family of companies.
Responsibilities
  • Serve as the primary point of contact with federal Contracting Officers and Contract Specialists for assigned contracts supporting Markon and its affiliated entities.
  • Manage and administer assigned contracts throughout the contract lifecycle.
  • Coordinate with internal staff to review and manage contractual rights and obligations and provide interpretation of contract terms and conditions.
  • Analyze contract performance against delivery schedules, pricing, terms and conditions, and other contractual requirements.
  • Assist with the maintenance of key federal acquisition systems, including the System for Award Management (SAM).
  • Negotiate and maintain Teaming Agreements (TAs), Non-Disclosure Agreements (NDAs), and subcontracts with teaming partners and prime contractors in accordance with legal requirements and company policies. Negotiate pricing, terms and conditions, delivery requirements, and other business matters within the scope of responsibility. Ensure subcontract provisions are clear and compliant with company policy.
  • Investigate and resolve claims and complaints by collecting, analyzing, and evaluating relevant information.
  • Collaborate with leadership to monitor prime contract and subcontract performance.
  • Contribute to special reports and analyses prepared for senior management.
  • Administer contract setup and ongoing contract administration within the Deltek Costpoint Contracts module; lead project kickoff meetings and provide comprehensive contract briefings to program, finance, security, and other internal stakeholders.
  • Partner with the Growth team to support pre-award activities, including solicitation reviews, proposal reviews, teaming coordination, and compliance assessments.
  • Serve as the primary contracts representative for solicitation question submissions, proposal submissions, and customer data calls, ensuring timely, accurate, and compliant responses in both prime contractor and subcontractor roles.
  • Support contract closeout activities.
  • Coordinate with contract leads and leadership regarding technical, quality, data, and other business-related issues as applicable.
  • Monitor contract performance to ensure compliance with contractual requirements and determine when amendments, modifications, or extensions are necessary.
  • Determine when customer-directed changes fall outside the scope of contract requirements.
  • Work with site leads to monitor subcontractor performance.

Qualifications
  • 5-12 years of contracts administration experience.
  • Active Secret security clearance.
  • Professional certification in contracts management, such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM), preferred.
  • Strong knowledge of the Federal Acquisition Regulation (FAR) and the ability to support senior leaders in achieving financial and operational objectives.
  • Self-motivated, responsive, results-oriented professional with the ability to work independently.
  • Experience supporting IDIQ and GSA Schedule contracts.
  • Experience developing solutions to moderate and complex contractual issues.
  • Strong written, verbal, and active listening skills.
  • Knowledge of financial and business principles and their application to contracts administration.
  • Ability to identify and assess risk elements in contracts and business transactions.
  • Advanced proficiency in Microsoft Word, Excel, and PowerPoint, with working knowledge of SharePoint, Deltek Costpoint, reporting tools, and data extraction methods.
  • ability to work in Markon office full time (M-F).

Preferred Qualifications
  • Active Top Secret clearance.
  • Experience supporting Intelligence Community customers.

Salary Range
USD $110,000.00 - USD $135,000.00 /Yr.
