Job Summary:
We are seeking an experienced Federal Procurement Specialist with strong expertise in federal acquisition and contracting processes to support procurement operations within a federal or Department of Defense (DoD) environment. The ideal candidate will possess deep knowledge of the Federal Acquisition Regulation (FAR), DFARS, and DoD acquisition directives, with the ability to manage the full procurement lifecycle from acquisition planning through contract award and administration.
This role requires a detail-oriented professional capable of performing cost and price analysis, resolving complex procurement challenges, ensuring regulatory compliance, and supporting acquisition strategies in a fast-paced federal environment.
Key Responsibilities:
  • Manage all phases of the federal procurement lifecycle, including acquisition planning, solicitation development, proposal evaluation, contract award, administration, modifications, and closeout.
  • Support pre-award and post-award contracting activities in accordance with federal acquisition regulations.
  • Develop acquisition strategies, procurement documentation, and contract files.
  • Prepare solicitations, Statements of Work (SOW), Justifications & Approvals (J&A), and evaluation documentation.
  • Apply and interpret FAR, DFARS, and DoD acquisition policies to ensure procurement compliance.
  • Ensure acquisition activities comply with federal procurement regulations, agency policies, and contractual requirements.
  • Support audits, procurement reviews, and compliance assessments.
  • Conduct cost and price analysis of vendor proposals and quotations.
  • Evaluate pricing structures and develop negotiation objectives.
  • Support source selection activities and proposal evaluations.
  • Analyze procurement data to support acquisition decisions and negotiation strategies.
  • Collaborate with program managers, contracting officers, finance teams, legal counsel, and technical stakeholders.
  • Communicate procurement recommendations, acquisition risks, and contract status updates.
  • Provide guidance to internal teams on procurement procedures and acquisition planning.
  • Utilize Microsoft Office Suite to develop reports, procurement documentation, and acquisition tracking materials.
  • Use PD2 (Procurement Desktop-Defense) or equivalent federal procurement systems for acquisition management activities.
  • Maintain accurate procurement records and contract documentation.

Required Skills & Experience:
  • Bachelor's or master's degree.
  • Minimum 5 years of federal procurement or contracting experience supporting GS-1102 functions or equivalent.
  • Strong knowledge of FAR, DFARS, and DoD acquisition directives.
  • Experience managing the complete procurement lifecycle.
  • Experience conducting price analysis and cost analysis for federal procurements.
  • Strong analytical and problem-solving capabilities.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite.

Preferred Qualifications:
  • Experience supporting DoD procurement programs.
  • Experience with PD2 (Procurement Desktop-Defense).
  • FAC-C or DAWIA contracting certification.
  • Experience with source selection and negotiation support.
  • Knowledge of contract closeout and contract administration processes.
  • Experience supporting simplified acquisitions, competitive procurements, and task order management.
