Job description

POSITION: Senior Payroll Analyst โ€“ Office of Fiscal & Budget Services


REPORTS TO: Payroll Manager


POSITION SUMMARY:


This position is responsible for duties necessary for the accurate calculation, preparation and distribution of accurate wages and salaries for District employees and related state and federal reports and pension reports, and assists the Payroll Manager, as well as Finance department leadership.


RESPONSIBILITIES INCLUDE:


โ€ข Assist Payroll Manager in carrying out the responsibilities of the payroll functions and systems in the Payroll division, such as but not limited to: MUNIS and any other relevant tools and programs

โ€ข Assist in the maintenance and conversion of payroll systems, records and categories related to payroll items

โ€ข Assist with the oversight, monitoring and quality control of payroll related data input by the various schools and departments, including staff within the payroll division

โ€ข Serve as the backup to the Payroll Manager whenever directed or in the absence of the Payroll Manager

โ€ข Prepare, audit, and analyze payroll calculation, payroll records and journals

โ€ข Provide input to the leadership on improvement of functions, workflows, team workload, systems utilization, policies and procedures

โ€ข Assist in calculations of payroll, including voluntary and standard deductions and taxes

โ€ข Assist in the identification of pay anomalies based on familiarity with District policies, pay practices and collective bargaining agreements and assists in the resolution as necessary

โ€ข Assist in the preparation of W-2 reports and annual reports of wages for city, state and federal agencies as required

โ€ข Process employee reimbursements through the payroll system as required

โ€ข Assist in the calculation and communication of employee separation and retirement packages as appropriate

โ€ข Assist in defining, communicating and enforcing coding standards where appropriate

โ€ข Provide assistance related to year-end close, District budget preparation, or other fiscal and operational areas as requested

โ€ข Assist in the reconciliation and maintenance of position and roster control

โ€ข Assist in the verification of funds availability and the pre-audit of transactions to the general ledger as required

โ€ข Prepare payroll projections and forecasts on salary and non-salary accounts

โ€ข Assist in facilitation of all budgetary and fiscal items for multiple cost centers, departments, schools both public and non-public and all other organizations as assigned or requested

โ€ข Assist in Accounts Payable, Budget, or other areas within the finance division when requested

โ€ข Keep well informed about current trends and best practices in areas of responsibility

โ€ข Performs other duties as assigned by supervisor


QUALIFICATIONS/SKILLS/ABILITIES:


โ€ข Bachelorโ€™s degree in accounting, business or public administration, or a closely related field and 5 years of experience working in accounting, payroll, or financial management; or 13 years of experience, in lieu of bachelorโ€™s degree

โ€ข Working knowledge of governmental accounting principles and practices

โ€ข Working knowledge of personal computer applications, i.e., Microsoft Word, Access, Excel and Windows

โ€ข Knowledge of school finances a plus

โ€ข Ability to establish and maintain effective working relationships with all level of administration

โ€ข Excellent written and verbal communication skills

โ€ข Excellent time management and organizational skills

SALARY AND TERMS OF EMPLOYMENT:


This is a twelve-month position. Salary is determined in accordance with the 2017-2019 Hartford Educational Support Personnel (HESP) bargaining agreement grid C525 ($75,989-$91,523)
