Job Summary:
Provides operational support for contracts/subcontracts for the Infrastructure GBU and Supply Chain function. Provides technical support and guidance to the Manager of Supply Chain .
"This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership". #LI-JL1
Major Responsibilities:
  • Provide support across the Infrastructure GBU in the formation of (sub)contracts
  • Participate in functional management team reviews
  • Assist in ensuring that projects are staffed with qualified/trained personnel
  • In coordination with functional and project managers, review projects' and staff performance on a regular basis to identify areas where additional guidance or support is needed
  • Ensure Bechtel contracting practices, as set out in the policies and procedures, are understood by relevant personnel and that adherence is maintained
  • Recommend, develop, and implement programs to maintain the contracts capability required to support current and forecast work
  • Develop and maintain tools for use by all Bechtel organizations and projects, incorporating lessons learned, changes in contract policies and strategies, and new approaches to contract management
  • Develop, update, and present workshops in the specialty on a scheduled and on-demand basis
  • Provide specialized troubleshooting support to projects
  • Develop, guide, and mentor (Sub)Contracts professionals in cooperation with Managers of Supply Chain
  • Direct the development of AI initiatives and other tools to improve productivity and contribute to the effectiveness of work processes and people
  • Promote the development and uptake of cross-functional adoption of AI initiatives that lead to greater efficiency
  • Lead reviews and support audits of projects to identify potential (sub)contract issues and process improvement opportunities; follow through to ensure implementation of such improvement opportunities
  • Provide claim support to prepare and negotiate, as required
  • Communicate areas for improvement and successes/lessons learned to Infrastructure and Corporate functional management

Required Knowledge and Skills:
  • Demonstrated leadership and teamwork capabilities suitable for working effectively in a matrix organization and leading a workforce comprised of many nationalities and backgrounds
  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management, or Cost Engineering (or equivalent experience)
  • Experience in pricing, contract law, contract drafting, administration, and negotiation of change orders; effective correspondence; and planning and scheduling
  • Proficiency in the formation and administration of prime contracts, or
  • Proficiency in the formation and administration of (sub)contracts through the complete (sub)contract and project life cycles
  • Direct experience in managing workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling, transfers, and terminations
  • Demonstrated communication capability across all levels of the organization and the ability to prepare and make effective presentations to staff, Project Management, GBU Management, and customers
