StraCon Services Group, LLC is seeking a Full-Time, Management / Operations Manager, Senior to join our team in supporting the NAVAIR program office in Patuxent River, MD. The Management / Operations Manager, Senior will be performing program management, technical, and business analysis tasks related to the acquisition, development, and sustainment of direct and time-sensitive strike weapons. This position requires a combination of analytical skills, program management expertise, and familiarity with government acquisition processes. The Management / Operations Manager, Senior's duties include but are not limited to the following requirements:
Duties and Responsibilities:
  • Serves as the senior lead responsible for managing the full scope of contract operations.
  • Acts as the principal liaison with Government stakeholders for all technical, operational, and programmatic matters.
  • Spearheads comprehensive operational analysis across PMA portfolios, ensuring platform interoperability and mission readiness.
  • Leads the planning and execution of day-to-day activities, including oversight of calendars, high-level meeting coordination, brief preparation, and correspondence.
  • Manages the contractor team's participation in acquisition processes, cost analysis, procurement documentation, and risk management activities.
  • Ensures contract requirements are met through expert-level program oversight, resource management, and effective stakeholder communication.
  • Drives continuous improvement of operational processes and ensures compliance with Navy standards, policies, and schedules.
  • Provides direct capability gap analysis and assessments, shaping the foundational requirements documentation across the entire weapons system portfolio.
  • Collaborates decisively with functional leads and Fleet stakeholders to ensure operational requirements are accurately captured, defended, and seamlessly integrated into program execution.
  • Enforces strict adherence to Navy acquisition policies across all deliverables and activities, aggressively supporting timely, data-driven decisions across the PMA portfolio.
  • Serves as the authoritative operational voice in technical interchange meetings and stakeholder engagements, ensuring the warfighter's perspective is embedded in all program decisions.
  • Oversees and executes program travel logistics, managing DTS authorizations, vouchers, and comprehensive trip reports to ensure seamless support of program office engagements and site visits.

Skills and Experience:
  • Over 10 years of experience performing duties described in the functional description.
  • Experience with the Acquisition Management System Suite: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLS).
  • ACQMAT, Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PID), Risk Management.

Education Requirements:
  • MA/MS degree.

Allowable Education Substitutions:
  • Associate's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

OR
  • Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

Security Clearance Requirements:
  • U.S. citizenship and an active DoD Secret clearance are required.

The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets.
