Aalis Management Consulting is seeking an experienced Program Manager to provide contract management, program oversight, and strategic leadership in support of a federal agency's mission.
The Program Manager will serve as the primary point of contact for government stakeholders and will be responsible for ensuring the successful execution of contract requirements, staffing, schedules, deliverables, quality, and performance. The ideal candidate will have experience leading federal programs and multidisciplinary teams supporting complex analytical, technical, intelligence, law enforcement, or mission-support efforts.
Key Responsibilities
  • Provide overall contract management and strategic oversight for the assigned task order.
  • Serve as the primary interface with the Government Contracting Officer's Representative (COR), Program Officer (PO), and other government stakeholders.
  • Lead planning, execution, monitoring, and delivery of all contract tasks.
  • Manage program schedules, milestones, risks, issues, communications, and deliverables.
  • Coordinate with government stakeholders to establish priorities, performance expectations, reporting requirements, and program objectives.
  • Oversee contractor staffing, work assignments, team performance, and resource allocation.
  • Lead and manage multidisciplinary teams supporting analytical, technical, intelligence, or mission-support activities.
  • Monitor contract performance and ensure deliverables meet established quality and schedule requirements.
  • Develop and provide program status reports, briefings, performance metrics, and other management-level communications.
  • Identify program risks and develop mitigation strategies to address issues affecting cost, schedule, staffing, or performance.
  • Ensure contractor activities comply with contract requirements, federal policies, applicable laws, regulations, and security requirements.
  • Maintain strong working relationships with government leadership, contractor personnel, and other program stakeholders.
  • Support continuous improvement initiatives to improve program efficiency, quality, and mission outcomes.
Required Qualifications
  • Minimum of 8 years of program or project management experience.
  • At least 3 years of experience leading federal government programs.
  • Demonstrated experience managing multidisciplinary teams supporting complex analytical, technical, intelligence, law enforcement, or mission-support programs.
  • Experience managing contract performance, schedules, deliverables, staffing, risks, and customer communications.
  • Experience working directly with government stakeholders, including CORs, program managers, and government leadership.
  • Strong written and verbal communication skills.
  • Strong organizational, leadership, problem-solving, and decision-making skills.
Preferred Qualifications
  • Experience supporting DHS, CBP, federal law enforcement, intelligence, or similar mission environments.
  • PMP certification or equivalent program/project management certification.
  • Experience managing large or complex federal task orders.
  • Experience overseeing multidisciplinary contractor teams.
  • Experience developing executive-level briefings, program reports, performance metrics, and management plans.
