These factories deliver AI/ML Applications, Data Science Platforms, Blockchain and Microservices for DoD, Healthcare and Civilian Agencies
Job Summary:
We are seeking an experienced Contract Analyst to support the Defense Health Agency (DHA) in executing federal acquisition and contracting functions. The ideal candidate will have strong expertise in FAR/DFARS regulations and experience managing the full acquisition lifecycle, including pre-award and post-award activities, contract administration, and compliance. This role supports the delivery of healthcare services to over 9.6 million beneficiaries by ensuring efficient, compliant, and effective procurement operations within the Department of Defence (DoD).
Key Responsibilities:
  • Support end-to-end federal acquisition lifecycle, including pre-award, award, and post-award activities
  • Assist in preparing and issuing solicitations, amendments, and procurement documentation
  • Support proposal evaluation activities by receiving and reviewing quotations, conducting price and cost analysis, and identifying discrepancies to ensure compliance.
  • Assist in vendor selection processes in accordance with FAR, DFARS, and Source Selection Plans
  • Prepare and process contract award documentation and support debriefings and protest responses
  • Support contract administration by monitoring contractor performance, resolving contract issues, and ensuring compliance with terms and conditions.
  • Assist with contract modifications, terminations, and closeout activities
  • Review invoices and payment-related information for allowability and accuracy
  • Ensure contract files are complete and compliant with federal regulations
  • Collaborate with internal stakeholders to address acquisition and contracting challenges

Required Skills & Qualifications:
  • Bachelor's degree with at least 24 credit hours in business-related fields (e.g., accounting, finance, contracts, economics, or related discipline)
  • Minimum 5 years of federal procurement experience (GS-1102 or equivalent
  • Strong knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and federal contracting principles, laws, and procedures.
  • Experience supporting all phases of the acquisition lifecycle
  • Strong expertise in price and cost analysis
  • Ability to analyze complex procurement issues and develop effective solutions
  • Excellent written and verbal communication skills
  • Proficiency in MS Office Suite (Excel, Word, PowerPoint), MS Project, and Adobe Acrobat.

Preferred Qualifications:
  • Experience working within the Department of Defense (DoD) environment
  • Familiarity with DOD acquisition systems and tools such as the Integrative Acquisition Environment
  • Prior DHA or federal healthcare contracting experience
