Job description

SiloSmashers is seeking a Senior Intelligence Data Analyst to assist our intelligence community client with counterintelligence support.

The Senior PM leads a project to develop tools that oversee the complex analysis of datasets and streamline workflows to minimize analytical steps. The development of these tools will involve several key phases: data visualization, integration with the Intelligence Community using federal law enforcement and commercial datasets, creating and executing a plan for tool operation, and enhancing existing tools with new datasets. The Senior PM will work with government and contract data scientists to ensure functionality, coordinate with law enforcement personnel for approvals, and train the law enforcement workforce on the value these tools provide.

The Senior PM will coordinate with other United States Government (USG) agencies and partners.

Responsibilities

  • Lead team on large projects or significant segments of large complex projects.
  • Support the strategic management process and offer consulting expertise and project management for specific high-risk or critical strategic initiatives essential to the success of the Unit/Section.
  • Provide applications, systems analysis, and programming access for multiple Government sites and /or facilities.
  • Oversee all aspects of projects, including the preparation of long and short-range plans for necessary support resources.
  • Track progress of each project against goals, objectives, approved budgets, and approved ????
  • Reports status and variances.
  • Creates action plans to meet objectives, budget, and schedule.
  • Demonstrate the ability to identify complex project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks.
  • Implement change management routines to assess change requests, make recommendations, and secure customer approvals.
  • Assess change requests to determine impacts to scope, budget, schedule, quality, and risk.
  • Ensure that program/project schedule, performance, and deliverables are met.
  • Support the Task Lead and COR by providing information related to the performance and/or status of all current tasks and assignments.
  • Provide the COR with cost and staffing estimates relative to the completion of existing requirements as well as the possible addition of future requirements.
  • Coordinate work schedules for Contractor personnel provided under this SOW.
  • Maintain a qualified and certified, as appropriate, Contractor workforce to meet the Government's needs under this SOW.
  • Provide report metrics and progress reporting to management and COR as required.
  • Ensure accountability for all Government-furnished property and information, including assistance in performing periodic Government property inventories.
  • Ensure applicable agency policies and procedures are followed by the Contractor workforce.
  • Limited CONUS and OCONUS travel may be required.

Education Level

  • Bachelor's - Educational requirement may be waived if the candidate has fifteen (15) or more years of experience.

Required Experience (years of experience/certification(s)/specialized experience)

  • Top Secret
  • Bachelor's degree from an accredited university or college with at least ten (10) years of complex project management experience in Government programs, projects, and/or activities.
  • Ten (10) years or more of managing all facets of project management (budget, schedule, procurement, quality, and risk) for various types of projects.
  • Ability to solve advanced problems and deal with a variety of options in complex situations.
  • Eight (8) years or more experience providing written and oral reports to management, customers, and stakeholders regarding the progress of projects.
