Job description

MDW Associates is currently seeking a Senior Contracts Analyst to work with our government client in Arlington, VA. The Senior Contracts Analyst will support the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), which plays a critical role within the Department of War (DoW).

This role is hybrid and is on-site two to three days per week.

The Senior Contracts Analyst may perform a combination of some or all of the following duties:

  • Prepare, publish and maintain contracting policy memorandums and regulatory guidance.
  • Coordinate with other Government agencies and stakeholders to support drafting, analysis, and staffing of tasks including but not limited to the following: Legislative Proposals; Congressional Reporting; memoranda; regulations; waivers; deviations; FOIA requests; audit responses; instructions; guidebooks; and training.
  • Develop contracting-related legislation, policies, regulations, memoranda, and presentations (briefing slides) in support of:
    • Commercial Support to Operations (CSO); Operational Contract Support (OCS); Private Security Contracts (PSCs); Special Emergency Procurement Authorities (SEPA); Combat Support Agency Review Team (CSART); Government Purchase Card (GPC) use during Contingency and emergencies; and Vendor Threat Mitigation (VTM).
    • Other Transaction Authority (OTA), Commercial Solutions Opening/Offering (CSO), Consortia Management Organizations (CMO), and 32 CFR Part 3.
    • Reciprocal Defense Procurement Agreements (RDPA), trade discussions with partners and allies, procurements required under domestic preference and Made in America Laws (to include the Berry Amendment, Specialty Metals, and Buy American Statute), Defense Base Act (DBA) insurance

Required Experience/Skills:

  • At least 7 years demonstrated practical experience and 3 years of recent staff level (Component level or higher) with Innovation in Contracting or Contingency and Emergency Acquisition experience.
  • At least 5 years of recent experience in drafting Acquisition policy, regulations, and legislation at the Component level or above.
  • Capable of working independently in a fast-paced environment, managing multiple concurrent tasks with urgent deadlines, interfacing with other congressional analysts throughout the DoW, and other internal and external stakeholders.
  • Products must demonstrate strong written and verbal communication skills, along with the ability to synthesize complex legislative language, quickly determining DoW equities (areas of DoW responsibility or impact).

Preferred Experience/Skills:

  • Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Acquisition Program Management Practitioner (or Legacy Level III) or Contracting Professional (or Legacy Level III) is highly desirable.

Education Requirements:

  • Bachelor's Degree is required but an Advanced Degree is preferred.

Security Requirements:

  • Candidates for this position must have an Active Secret Security Clearance.
