Systems Analyst
Remote, USA, Ad hoc Travel may be required (1-2 times/year)
EMKS is seeking a Systems Analyst to support the Department of Veterans Affairs (VA) Independent Enterprise Testing Support Services (IETSS) contract. This project provides Independent Verification and Validation (IV&V) services to support the product Software Delivery Life Cycle and Modernization efforts on behalf of our Veterans Affairs (VA) government client. In our continuing efforts to implement more of our IV&V activities, we are looking for a Systems Analyst to help support and modernize the Testing Intake Assessment activities.
Duties/Responsibilities:
  • Provide systems engineering support with focus on analysis of System Under Test (SUT) on integration of existing COTS/GOTTS products and services program
  • Perform system(s) performance analysis regarding business logic and data storage, processing and transfer
  • Evaluate Test Data needs for pre-production verification and validation
  • Evaluate and analyze Model Based Systems Engineering best practices across the lifecycle of system(s) under test (SUT).
  • Ensure systems engineering principles are applied per the analysis and assessment of business functions
  • Evaluate risk and impact for the business operations based on requirements, criticality, configuration, and data management for system improvement or quick response solution being developed as a work around to mitigate identified risk.
  • Develop and maintain System of record artifacts for management and leadership awareness.
  • Assist management in defining systems architectures and technology roadmaps that align with client vision.
  • Capable of utilizing organizationally established architecture tools, repositories, and repository management processes to capture, publish, and maintain artifacts.
  • Possess good interpersonal skills as well as have excellent oral and written communications skills and is able to appropriately convey technical information considering audience.
  • Experience producing effective client deliverable analysis reports with little to no supervision.
  • Ability to work simultaneously on multiple tasks, if necessary, handle changing priorities, be detail oriented, and be able to work independently
  • Must have knowledge in how to plan, analyze and evaluate the effectiveness of systems and system of systems as related to business functions
  • Must be able to use source data to evaluate the effectiveness of programs and business processes within the baselined scope of SUT
  • Ability to contribute and support the overall performance and success of the project including but not limited to understanding the design and configuration, and conduct test and evaluation procedures to ensure (health) information technology system requirements are met.
  • Identify and review Portfolio/Product/Project requirements/Epics/User Stories and User Acceptance criterion (includes interaction/sync with product owner, Scrum Master and other work streams/teams)
  • Creating System of Records and workbooks for evaluating business risk and criticality based on the fit for purpose description of the requirements related to enterprise programs, policies, and procedures.
  • Evaluating, recommending, and implementing risk identification and business impact from a criticality point of view.
  • Maintaining, and upgrading System of record artifacts for systems under test (SUT) in approved enterprise workspaces such as MS Share Point
  • Identifying and dispositioning risk assessment functions as per approved standards and processes
  • Writing detailed functional risk justification and mitigation strategies reports to ensure that system/product/service requirements are met.
  • Serving as facilitator providing pre-testing intake assessment know-how for the support of user requirements of routine, complex to highly complex software/hardware health and other IT applications.
  • Working both independently and as a team, promoting collaborative work environment with team members and customers, defining, organizing, and/or presenting detailed information and data needed to accomplish organization and pre-test activity goals.

Required Qualifications:
  • 3-5 years of relevant experience with business requirements management in relation to system design, configuration, and integration efforts.
  • One year of specialized experience that equipped you with the knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position.
  • Experience must include writing detailed reports, communicating status, and presenting justification with supporting data based on system architecture.
  • Must have excellent oral and written communication skills.
  • Knowledge of and skill in using current information technology applications.
  • Experience using MS Office products (Word, Excel, PowerPoint, Outlook).
  • Experience using the Agile methodology, DevOps and CD/CI.
  • Experience in applying systems engineering principles or awareness of processes as identified in ISO/IEC/IEEE 24641:2023 for verification and validation activities.

Desired Qualifications:
  • Knowledge of COTS and GOTS systems/products/services evaluation is preferred.
  • In-depth understanding and knowledge of Health Information Technology (HIT) policies and procedures, patient care/clinical business processes are preferred but not mandatory.
  • Experience using risk-based testing methodologies is preferred, but not mandatory.

Education/Certifications:
  • Bachelor's degree in a recognized technical, engineering, scientific, managerial, business, or other discipline related to area of expertise.
  • Four years of relevant experience or an associate degree plus two years of relevant experience may substitute for a bachelor's degree.
  • PMP, CSM certifications are preferred but not mandatory, however the ability to obtain those certifications, if hired to perform the above duties, is required.

Clearance:
  • U.S. Citizenship is requiredas is successfully passing a thorough Government background screening (Public Trust) requiring the completion of detailed forms and fingerprinting.
  • Ability to obtain and maintain necessary security clearances as required for access to classified information.
