About the Role:
Consulting, Strategy & Operations is a division within Gartner which encompasses Consulting Technology and other core functions to support Gartner's Consulting teams. This role will partner with key business stakeholders across the company to support a Consulting organization of more than 1,000 associates.
The Manager, Strategic Pursuits will be responsible for leading the strategic direction, operational excellence, and continuous improvement of the proposal management function. This role will drive consistency, efficiency, and quality across the end-to-end RFP and pursuit process, ensuring clear service-level agreements and effective support models are in place.
We are seeking a strategic, execution-oriented leader with a strong understanding of proposals and pursuit management-ideally within consulting or technology environments-who can operate as a player-coach while managing a globally distributed team. The successful candidate will bring a process-driven, technology-enabled mindset, identifying opportunities to streamline workflows, introduce innovative tools (including AI), and demonstrate measurable ROI through improved win rates, productivity, and stakeholder experience.
Key Responsibilities:
  • Strategic Leadership:
    • Develop and execute a winning strategy for high-value pursuits, aligning with organizational goals and market trends
    • Inspire, mentor, and lead a global team of Proposal Managers, fostering a culture of collaboration, innovation, and excellence
    • Build and maintain strong relationships with senior stakeholders, ensuring alignment and support throughout the proposal lifecycle
    • Continuously assess and refine pursuit processes to drive efficiency, quality, and successful business outcomes/ROI for Gartner Consulting
    • Regularly report trends and the strategic pursuits' team business impact to key internal stakeholders
  • Subject Matter Expertise:
    • Serve as the organization's expert in proposal writing, with deep knowledge of both public and private sector requirements, best practices, and compliance standards
    • Lead the development of compelling, client-focused proposals that clearly articulate value propositions and competitive differentiators
    • Drive the capture management process to position the team to win high-value contracts prior to the initiation of the RFP process
    • Provide hands-on guidance and review for complex, strategic proposals, ensuring clarity, accuracy, and impact
    • Stay abreast of industry trends, regulatory changes, and emerging best practices in proposal management and strategic pursuits

Qualifications:
  • Bachelor's degree in business, Communications, or a related field; advanced degree preferred
  • 8+ years of experience in proposal management, with a proven track record of leading successful pursuits in both public and private sectors
  • 1+ years of experience in leadership with demonstrated results in managing and developing high-performing, geographically dispersed teams
  • Exceptional written and verbal communication skills, with a keen eye for detail and persuasive storytelling
  • Deep understanding of public and private sector procurement processes, compliance requirements, and proposal best practices
  • Strategic thinker with strong organizational, analytical, and project management skills
  • Ability to thrive in a fast-paced, deadline-driven environment
  • Strong expertise in using MS Teams products, including MS Word and MS PPT
  • Willingness to explore AI tools and other innovative technology to streamline the proposal management processes

Gartner believes in fair and equitable pay. A reasonable estimate of the base salary range for this role is 94,000 USD - 134,000 USD. Please note that actual salaries may vary within the range, or be above or below the range, based on factors including, but not limited to, education, training, experience, professional achievement, business need, and location. In addition to base salary, employees will participate in either an annual bonus plan based on company and individual performance, or a role-based, uncapped sales incentive plan.
