Job Description:

Parsons is seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large Department of War customer in the Huntsville area to successfully deliver a significant new headquarters project.

In our anticipated role, Parsons will provide Owner's Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.

The Deputy Program Manager for Construction Management Services (DPM-CMS) is a senior leader on Parsons' Owner's Agent (OA) team supporting delivery of a major new Headquarters facility for a large Department of War customer in the Huntsville area. In coordination with the Program Director, the DPM-CMS leads and integrates all construction management and construction security functions required to deliver the headquarters project safely, on schedule, within budget, and in full compliance with contractual quality and security requirements.

The DPM-CMS will oversee the following functions during project execution:

  • Owners Agent Construction Management
  • On-site Quality Assurance
  • Programmatic Safety
  • RFIs / Submittals / Pay Applications
  • Independent Testing
  • Construction Surveillance Technician (CST) Support
  • Security Coordination

What You'll Be Doing:

  • Program & Construction Management Leadership

  • Establishes guidance, direction, and day to day leadership for Parsons' Construction Management Services and Construction Security activities for the program.

  • Supports the Design and Pre-Construction phase to ensure requirements are developed and implemented to facilitate an efficient Construction phase. Supports constructability reviews and Value Engineering.

  • Supports development and consistent application of Construction Management processes across all work locations, ensuring alignment between OA Construction Management, Quality Assurance, Safety, Independent Testing, and Construction Security functions.

  • Within Parsons' authority as Owner's Agent, advises on and implements solutions to project and program level technical and contractual challenges to finalize requirements, advise on acquisition solutions, and maintain construction progress of contractors and design build teams.

  • Coordinates with key program stakeholders and supports the program governance structure to ensure construction and security activities are integrated with overall program objectives and constraints.
    Oversee Construction Management Services

  • Directs OA Construction Management activities, ensuring effective oversight of contractor work within the limits of OA authority and work is executed in accordance with contract documents, quality standards, and safety requirements.

  • Oversees On site Quality Assurance staff and processes, including implementation of Construction Quality Assurance plans, acceptance inspections, deficiency tracking, and coordination with Independent Testing services.

  • Leads Programmatic Safety oversight for construction operations, supporting development and monitoring of safety performance metrics and coordinating with government and contractor safety representatives.

  • Manages OA processes for RFIs, submittals, and pay applications, ensuring timely review, clear documentation, traceable decisions, and alignment with schedule and cost objectives.

  • Oversees planning, execution, and coordination of Independent Testing services (e.g., materials testing, special inspections) to verify compliance with design and specification requirements and to support commissioning and turnover.
    Oversee Construction Security

  • Provides leadership and direction to the Construction Security Branch, integrating Construction Surveillance Technician (CST) Support with OA Construction Management and Quality Assurance to protect secure spaces and mission critical systems during construction.

  • Directs Construction Surveillance Technician (CST) Support operations, including planning and coordination of CST deployment, oversight of daily construction surveillance activities, and integration of CST reporting into project quality, security, and risk management processes.

  • Leads Security Coordination with the customer, program security, contractors, and other stakeholders to ensure construction activities comply with applicable security policies, access controls, and accreditation requirements.

  • Works closely with the Deputy Program Manager for Technical Services and other program deputies to ensure security requirements are incorporated into design reviews, construction sequencing, and commissioning.

    Resource Management & Organizational Leadership

  • Manages all internal project phases for Parsons' Construction Management Services and Construction Security functions, including planning, recruiting, mobilization, sustainment, and execution.

  • Ensures each functional area (OA CM, QA, Safety, RFIs/Submittals/Pay Apps, Independent Testing, CST Support, Security Coordination) is efficiently organized, adequately staffed, and competently led.

  • Mobilizes company resources-through liaison with support departments, other offices, or subsidiaries-to create integrated teams capable of completing effective, quality work.

  • Plans, directs, supervises, and controls the execution of all technical, and administrative functions under the Construction Management Services and Construction Security areas, in alignment with the overall PM/CM function.

  • Provides oversight of branch performance to meet financial, schedule, deliverable, safety, quality, and security targets.
    5. Monitoring, Reporting, and Stakeholder Coordination

  • Monitors and reports to the Program Director and client on the progress of all construction management and security activities, including significant milestones and any conditions affecting project cost, schedule, quality, or security.

  • Ensures reporting from OA CM, QA, Safety, Independent Testing, and Construction Security is integrated into a coherent program level picture and that information is timely, accurate, and actionable.

  • Coordinates with key stakeholders, including government representatives, contractors, and other agencies, ensuring alignment and maintaining long term client relationships.

  • Works closely and collaboratively with other Deputy Program Managers (e.g., Technical Services, Support Operations) to mutually achieve overall program success.

What Required Skills You'll Bring:

  • Bachelor's degree in a related field (Engineering or Construction Management preferred); Master's degree preferred.
  • 15+ years of broad and diversified experience related to Owner's Agent PM/CM services, including large, complex projects/programs.
  • Significant Progressive DesignBuild experience, including assisting customers in navigating the process as an Owner's Agent/Representative; or relevant experience with CM at Risk or other early contractor involvement/alternate delivery methods.
  • Experience on major new construction projects with constructed value over $250(over $500preferred).
  • Proven ability to manage a large group of personnel within field of expertise and provide direction on complex assignments, including experience in matrixed organizations.
  • Experience with Profit and Loss (P&L) management preferred.
  • Past Department of War/Defense or relevant Federal experience preferred.
  • Must possess an active Secret clearance; TS/SCI level clearance is preferred.
  • Must be a U.S. Citizen and able to pass any required federal background checks.
  • Demonstrated high integrity, strong work ethic, and natural, confident leadership.
  • Excellent written and oral communication skills, including experience producing clear and accurate reports for senior government clients.
  • Advanced leadership skills with ability to perform in a senior management capacity and to organize and direct outcomes in a matrixed organization.
  • Expert knowledge of standard practices for Construction Management, including quality, safety, scheduling, cost, and contract administration.
  • Program management, operations, or functional expertise with strong orientation toward process improvement, standardization, and collaboration.
  • Demonstrated ability to establish and maintain longterm client relationships and to collaborate with multiple stakeholders across geographically dispersed offices and project sites.
  • Demonstrated ability to assess risk areas and risk mitigation across different contract types and market spaces, with extensive knowledge of risk identification and mitigation strategies related to large construction programs.


What Desired Skills You'll Bring:

  • Professional Registration preferred (PE or RA).
  • Certification as Project Management Professional (PMP) and/or Certified Construction Manager (CCM) preferred.
  • Certification in OSHA construction safety requirements (OSHA10/OSHA30) preferred.
