Job description

Harmony Housing Affordable Development Inc. (“HHAD”) is among the largest real estate developers of affordable rental housing in the United States. Our mission is to positively impact communities by creating and preserving quality affordable housing for low wealth households. HHAD is a wholly owned subsidiary of Harmony Housing, a 501c3 not-for-profit owner and operator of affordable housing.

The Controller serves as HHAD's senior accounting executive and trusted financial advisor to Executive Leadership. Working in partnership with Harmony Housing's Corporate Accounting team, the Controller oversees development accounting, corporate accounting, treasury management, construction funding administration, financial reporting, internal controls, compliance, and accounting operations supporting HHAD's affordable housing development platform. The position partners closely with Development, Asset Management, Construction, Finance, Legal, investors, lenders, and public agencies to support projects from predevelopment through stabilization. This position will also play a key role in scaling the Company's accounting infrastructure to support continued organizational growth. Reporting to the Executive Vice President, this position is based in Raleigh, North Carolina (remote or hybrid work conditions may be considered).

Primary Duties and ResponsibilitiesLeadership and Organizational Responsibilities
  • Lead all accounting functions supporting HHAD's corporate and development operations.
  • Recruit, mentor, and develop property and development accounting teams, fostering a collaborative and high-performing environment.
  • Serve as the principal accounting advisor to the HHAD Executive Leadership Team, as well as partnering closely with Harmony Housing's Corporate Accounting team.
  • Evaluate project feasibility, profitability, capital structure, financial risk, and capital deployment strategies for prospective developments.
  • Develop and maintain accounting policies, procedures, and a comprehensive internal control framework.
  • Develop and maintain departmental KPIs, closing calendars, and accounting performance metrics to ensure timely and accurate reporting.
  • Lead accounting technology initiatives and automation to improve scalability, reporting accuracy, and operational efficiency.
  • Promote collaboration with Asset Management, Construction, Development, Finance, and Legal.
Corporate Finance and Accounting
  • Partner with Harmony Housing’s Corporate Accounting team to ensure timely monthly, quarterly, and annual financial reporting and close processes, consolidated reporting, accounting policy compliance, and effective shared service coordination.
  • Lead budgeting, forecasting, and cash flow forecasting.
  • Monitor cash management, including deposits, disbursements, and bank reconciliations to ensure optimal liquidity.
  • Manage banking relationships, treasury services, and corporate credit facilities.
  • Track intercompany accounting and Board reporting.
  • Prepare financial analyses supporting executive decision-making.
  • Maintain the Company’s financial schedules, including, but not limited to, schedule of real estate owned (SREO), schedule of contingent liabilities, and guaranty schedule.
Project Accounting Oversight
  • Manage and mentor Project and Property Accountants.
  • Review project accounting, reconciliations, cost allocations, and budget variances.
  • Oversee accounting associated with construction funding, including lender draws, equity installments, requisitions, retainage, sources and uses tracking, construction budgets, and project cash management.
  • Support all development activities from a finance/accounting standpoint, including pre-development tracking, capitalization, job cost oversight, construction funding flow, and project closeout.
  • Support acquisition, construction financing, and permanent financing closings by reviewing funding flows, sources and uses, settlement statements, and post-closing accounting.
  • Maintain developer fee schedules, revenue recognition, deferred developer fee tracking, and project closeout accounting.
  • Integrate newly acquired or developed properties into HHAD’s accounting and reporting frameworks, ensuring accurate capitalization of development costs and compliance with GAAP and applicable tax credit accounting requirements.
Construction Funding, Investors, and Compliance
  • Serve as primary accounting liaison with investors, lenders, syndicators, and public agencies, ensuring timely compliance with all lenders, investors, and regulatory reporting requirements.
  • Coordinate accounting support for LIHTC cost certifications, IRS Form 8609 issuance, partnership accounting, capital contributions, distributions, and year-end partnership reporting with external tax advisors.
  • Review financing and closing documents for accounting implications and routinely monitor loan covenant compliance.
Financial Planning and Systems
  • Develop executive dashboards, KPI reporting, profitability analyses, and applicable financial models.
  • Lead accounting workflow automation to improve efficiency and scalability.
Education, Skills, and Experience
  • Bachelor’s degree in Accounting, Finance, or similar discipline required; Master's degree preferred.
  • CPA strongly preferred.
  • 10+ years progressive accounting experience, including at least five years in a leadership role.
  • Extensive experience in affordable housing development, LIHTC partnerships, treasury management, multi-entity accounting, construction accounting, and project finance.
  • Experience with complex capital structures, including LIHTC equity, tax-exempt bonds, HOME, CDBG, USDA, HUD, State and local financing, soft debt, and deferred developer fees.
  • Experience with construction accounting, job cost tracking, construction draw processes, and development/project financing structures required.
  • Advanced proficiency in Excel and accounting software experience.
