What is the Congressional Research Service?

The Congressional Research Service (CRS) is a nonpartisan division of the Library of Congress that provides policy and legal analysis to members of the United States Congress and their staff. CRS experts conduct research, prepare reports, and offer confidential advice on a wide range of legislative issues. Their work helps lawmakers make informed decisions by providing objective, fact-based information and analysis.
