Role: Technology Business Systems Analyst
Work Arrangement: 100% On-Site
Salary Range: $140,000 - $155,000
Position Summary
The Senior Technology Business Management Analyst (STBMA) supports Program Management Office support services by providing Technology Business Management (TBM) financial analysis, procurement lifecycle support, and business process integration.
This role is responsible for developing cost models, supporting budget planning, preparing financial and procurement documentation across a large-scale enterprise IT environment, and ensuring technology investments and lifecycle decisions align with mission objectives.
The STBMA also collaborates with Configuration Management, Change Management, IT Service Management (ITSM), and Program Management functions to ensure financial, operational, and technical requirements are accurately documented and traceable.
Key Responsibilities
  • Support TBM financial modeling, cost transparency, forecasting, and budget planning
  • Assist in development of annual obligation reports and spend plans for services, commodities, and technology investments
  • Identify End-of-Life (EOL) and End-of-Support (EOS) hardware, software, and maintenance requirements
  • Develop Bills of Material (BOMs), conduct market research, collect vendor quotes, and prepare justification documentation
  • Support preparation of design review packages and presentations
  • Track procurement actions from submission through vendor coordination and delivery verification
  • Document and validate business and technical requirements supporting enterprise IT operations
  • Translate operational needs into actionable requirements for technical teams
  • Support workflow mapping and business process improvement initiatives
  • Analyze proposed changes for financial impact, operational alignment, and lifecycle implications
  • Prepare financial analyses, documentation, and decision briefs for stakeholders
  • Maintain organized documentation for financial models, procurement actions, and audit records
  • Support internal and external audits with traceability and compliance documentation
  • Communicate effectively with subject matter experts, team members, and functional leads
  • Ensure documentation meets standards for accuracy, completeness, and audit readiness

Minimum Qualifications
  • Bachelor's degree in Information Systems, Business Administration, Finance, Engineering, or a related field
  • 5+ years of experience in TBM, financial analysis, business analysis, or technology lifecycle planning
  • Experience developing financial models, spend plans, or procurement documentation
  • Understanding of enterprise IT operations (systems, networks, storage, virtualization)
  • Experience supporting Configuration Management, Change Management, or ITSM processes
  • Strong analytical and problem-solving skills
  • Proficiency with tools such as Excel, Power BI, SharePoint, and Confluence
  • Familiarity with Agile methodologies
  • U.S. Citizenship required
  • Active Secret (or higher) security clearance required (must be able to maintain clearance)
  • Ability to pass pre-employment screening (drug and background)

Preferred Qualifications
  • Master's degree in a related field
  • ITIL Foundation or ITIL Managing Professional certification
  • Experience supporting large-scale data center operations or enterprise IT programs
  • Experience with workflow automation or process modeling tools

Work Environment
  • On-site work in a secure, professional environment
  • Standard schedule: Monday-Friday during business hours, with occasional after-hours support as needed
  • Core hours fall within a 6:00 AM - 6:00 PM schedule -40 hour work week
  • Work involves extended computer use and time in secure network environments
  • Requires both independent work and collaboration across cross-functional teams and stakeholders
  • Occasional travel may be required for meetings, training, or program reviews
