The primary purpose of this position is: Execute strategic engagement support, requirements advocacy, and focused organizational competencies as well as build enterprises to support AF CyberWorx (CWx).Qualifications:In order to qualify, you must meet the basic requirements and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. TRANSCRIPTS MUST BE SUBMITTED
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes having expertise in product delivery, agile development methodologies and open-source software development. Working with high tech start-ups or private sector technology companies. Experience with data governance with ability to recommend and implement a data governance model. Knowledge of a wide range of technology principles, concepts, methods, advancements, policies, design, development, integration techniques, testing methods sufficient to conduct feasibility studies, testing and applications. Overseeing projects to test, scale and transition new technologies to revolutionize processes and demonstrate rapid return on investment. Researches and establishes new human-centered design concepts, approaches, theories, and programs to create new service offerings and problem-solving capabilities for the design center. Apply a wide range of qualitative and/or quantitative methods for the assessment of user needs, resource prioritization, and program direction. Using emergent technologies and potential applications within CWx and its partners, USAFA, the Air Force, the DoD, and the warfighter.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of systems analysis concepts and techniques; Experience developing solutions in the areas of artificial intelligence (AI), machine learning (ML), data mining, deep learning, distributed computing, optimal heuristic search, stochastic modeling, probability modeling, data analytics.
2. Mastery knowledge of emergent technology and its potential uses and applications within CWx, DF, DoD, and to the warfighter. Directs the design and construction of large and complex data sets from large amounts of structured and unstructured data (internal and external) to enable analytical solutions.
3. Expert knowledge of network devices and architecture, end user devices, Internet of Things (IoT), Industrial Control Systems/Supervisory Control and Data Acquisition (ICS/SCADA).
4. Skill in applying advance methods, theories, research, and training to the solution of advanced networking, configuration, software, and hardware problems to review organizations structures, missions, training, guidance, and available training data of supported organization.
5. Mastery of and skilled in the use of all-source methods of research, including but not limited to: academic journals, scholarly articles, open-source, direct interview, and the Internet.
6. Skill and ability to document research and report findings as well as tailor research and reports appropriate to their intended audience. Ability to communicate both orally and in writing to advise the Director leads and or develop new policies, approaches, or techniques that impact beyond the scope of the organization.
7. Ability to set well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
8. Skill and ability to provide subject matter expertise to assist senior decision makers. Ability to develop and lead a high performing team of experts in advanced analytics in the field of data science.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education:IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcriptswith the application.
