Job description

ECS is seeking an experienced Project Manager to support the Technical Directive Letters (TDLs) on the Warfighter Training and Readiness Solutions (W-TRS) program providing mission enablement services, maintenance, and support for the Army’s extensive network of Training Aids, Devices, Simulators, and Simulations (TADSS). ECS’s role on the W-TRS program includes providing maintenance and sustainment for multiple Training Aids, Devices, Simulators, and Simulations (TADSS). The ideal candidate will be adept at effectively communicating with the customer, subcontractors, and team members. This position will coordinate closely with subject matter experts, end-users, and customers to triage problems and change requests using Agile methodologies and delivering consistent results. Support will include using established methodologies for Program meetings, reviews, and routine communications; Management Training services; Instructor pilot services; Development and provision of training; Evaluation of reporting of results; Provision of tutorials, courseware curricula, and Programs of Instruction (POI); and System and processes to support US personnel working in both CONUS and OCONUS locations. Must be a highly motivated individual with an ardent interest in quality.

Primary Evaluation Metrics

  • Program Leadership – staff retention, revenue goals achieved
  • Client Management – client satisfaction, program employee stability, in-program growth, new business development and follow-on engagements/contract retention
  • Financial Management – project profitability, gross revenue, operations budget managed

Work Authorization/Security Clearance: US Citizenship required. Must be able to obtain and maintain a DoD security clearance.

Responsibilities

  • Utilize corporate decision-making authority to respond to the Task Order’s prime contractor and customer’s requirements effectively and rapidly
  • Manage, supervise and oversight of OCONUS personnel
  • Identify, Gather, and Track requirements and Change Requests throughout the project lifecycle
  • Plan, organize, manage, schedule, implement, control, analyze, and report on all elements of the scope of work
  • Ensure program meets corporate quality standards wholistically throughout the entire project life cycle
  • Ensure program meets financial targets (including budget, revenue, profitability, backlog, and utilization)
  • Develop and lead implementation of strategy, risk management, performance monitoring, and corrective action
  • Accountable for meeting required deliverables and milestones
  • Responsible for Weekly Resource Synchronization Meetings and attending other meetings, as required, related to mission performance for the purpose of coordination and planning
  • Responsible to ensure that all work meets the level of service, performance standards, or tolerances specified in the PWS or in applicable referenced documents
  • Responsible for providing Monthly Status Reports (MSR)
  • Responsible to interact knowledgably and professionally with appropriate Government personnel and other contractors
  • Responsible for recruiting, interviewing and hiring of staff to support the program
  • Demonstrate a high level of technical and management competence
  • Maintain strategic senior-level client relationships
  • Able to travel overseas for customer engagement and work location evaluations

Required Skills/Experience:

  • 5 years Project Management Experience (min. 2 years specific in government contracting environment)
  • Strong Global Project Management Experience to include Client & Staff management
  • In-depth Knowledge of Government Contract Vehicle types, Contract Cost types, and Compliance
  • Process experience with agile frameworks and CMMI and/or ISO:9000 Quality Management Standards
  • Excellent Communication Skills, both verbal and non-verbal
  • Proven leadership skills, senior program management experience, keen detail and organizational skills
  • Proficient in Microsoft Office 365 including Microsoft Project and Share Point
  • Experience authoring and maintaining management documentation such as Program Management Plan Documents, Configuration Management Plans, and Quality Management Plans
  • Experience writing technical proposals and reports

Desired Skills/Experience:

  • Experienced with Atlassian tools including Jira and Confluence
  • Project Management Certification such as PMP, CAPM, PgMP, or PfMP
  • Experience in Business Development/Capture for new work and in-program growth a plus
