Job description

Position Summary

The Project Manager IV leads complex, high-value commercial design and construction projects for government facilities, overseeing all phases from planning and design through construction, commissioning, and occupancy. This role requires hands-on technical expertise in electrical, mechanical, and HVAC building systems, along with strong command of codes, life safety, and quality assurance standards. The incumbent serves as the on-site project manager, resolves field issues involving core building systems, and ensures successful project delivery through strong coordination with internal teams, A/E firms, contractors, and customer agencies.


Essential Functions

  • Manage multiple large-scale commercial construction and renovation projects, including scope development, cost estimating, scheduling, procurement coordination, and contractor oversight — with particular attention to electrical, mechanical, and HVAC scopes of work.
  • Prepare Project Management Plans, establish project milestones, track progress, and ensure compliance with governing codes, life safety requirements, sustainability standards, and quality assurance expectations for mechanical, electrical, and plumbing (MEP) systems.
  • Serve as the on-site project manager or inspector, performing daily field oversight, resolving complex construction issues — including HVAC, electrical, and mechanical system challenges — and ensuring work meets contract requirements and budget constraints.
  • Review and recommend approval of design documents, construction submittals, progress evaluations, and invoices related to building systems and MEP trades; coordinate with A/E firms, contractors, contracting specialists, and customer agencies.
  • Provide technical expertise on electrical, mechanical, and HVAC systems, workmanship quality, environmental regulations, and construction best practices.
  • Facilitate project meetings, maintain strong stakeholder communication, and support a collaborative team environment with acquisition, financial, and program staff.
  • Maintain accurate project documentation and ensure projects are delivered on scope, on schedule, and on budget.
  • Travel to project sites for inspections, progress reviews, and technical evaluations as required.


Minimum Requirements

  • Bachelor's degree in Construction Management, Engineering (Electrical/Mechanical preferred), Architecture, or related field; and/or ten years of experience managing commercial design and construction projects.
  • Master's degree in a related field preferred.
  • Demonstrated experience managing projects involving electrical, mechanical, and/or HVAC systems — including installation, retrofit, or renovation work on commercial buildings.
  • Extensive knowledge of commercial building design, construction methods, and building systems (electrical, mechanical, HVAC, plumbing), with the ability to solve complex technical and project challenges.
  • Proficiency in project management principles, construction scheduling, cost estimating, reading and interpreting construction documents and MEP drawings, and writing scopes of work and specifications.
  • Strong interpersonal and communication skills to collaborate with customers, acquisition staff, contractors, financial managers, and other stakeholders.
  • Demonstrated ability to lead multidisciplinary teams and manage multiple high-value commercial projects simultaneously.
  • Advanced computer skills and familiarity with project management and estimating software.
  • Preferred: Professional licensure or certification (PE, CPMP, PMP, or equivalent) related to electrical, mechanical, or HVAC disciplines.
