Job description

General Responsibilities:

  • Lead overall project planning, scheduling, and execution across all GWRC task areas.
  • Develop and maintain Project Management Plans (PMPs), work breakdown structures, and milestone schedules consistent with PMBOK, Agile, and CMMI principles.
  • Define and track scope, timelines, resources, risks, and deliverables, ensuring alignment with contract objectives.
  • Facilitate coordination among functional leads (Solution Architect, Cybersecurity, Data & Analytics, Change Management) to ensure interoperability and cross-category consistency.
  • Conduct status reviews, performance tracking, and reporting using dashboards and progress metrics.
  • Manage stakeholder communication, including executive briefings, technical reports, and performance updates.
  • Oversee risk management and mitigation planning, identifying potential issues and implementing corrective actions.
  • Ensure quality assurance and compliance with contractual, technical, and cybersecurity standards.
  • Support budget management, resource allocation, and procurement coordination for all task areas.
  • Promote Agile and DevOps practices, including sprint planning, backlog prioritization, and iterative delivery.
  • Collaborate with Change Management and Training teams to ensure smooth transition and adoption of new systems.
  • Serve as liaison between technical teams, end users, and GWRC leadership, ensuring stakeholder satisfaction and project transparency.

Minimum Qualifications:

  • Education: Bachelor’s or Master’s degree in Engineering, Computer Science, Information Technology, Management, or related discipline.
  • Experience:
    • Minimum 10 years of experience in IT project or program management, with at least 5 years leading multi-disciplinary teams across automation, cybersecurity, or data modernization efforts.
    • Demonstrated success managing government or enterprise IT programs from initiation through deployment and sustainment.
    • Proven record of meeting performance, cost, and schedule goals across complex engagements.

Technical & Management Expertise:

  • Strong understanding of project management methodologies — PMBOK, Agile, Scrum, and Waterfall.
  • Familiarity with automation, cybersecurity, and analytics initiatives to coordinate effectively with technical leads.
  • Experience managing risk, quality assurance, configuration management, and change control.
  • Working knowledge of ServiceNow, Microsoft Project, Jira, Confluence, and reporting tools.
  • Ability to integrate project management practices with NIST, FedRAMP, and data governance frameworks.

Preferred Certifications:

  • Project Management Professional (PMP) – PMI
  • Certified Scrum Master (CSM) or Agile Certified Practitioner (PMI-ACP)
  • ITIL Foundation / Intermediate
  • Lean Six Sigma Green or Black Belt
  • CompTIA Project+ or equivalent program management credential
