Job description

A Brief Overview
The Senior Compliance Manager will lead HMC's risk-based compliance program across maintenance/EHS, leasing/resident, and procurement/vendor risk areas, translating the department's roadmap and risk assessment into measurable outcomes, continuous improvement, and government-ready documentation.
What you will do
  • Owns the compliance mission, governance, and annual work-program lifecycle, including scope, cadence, sampling/analytics approach, reporting, and change-control with Business Sponsor approvals.
  • Runs the annual risk assessment and event-driven refresh; aligns oversight topics and Business Sponsors; maintains KPIs (e.g., exception-rate reduction, remediation cycle time, and on-schedule task completion).
  • Directs high-risk work programs in maintenance/EHS (EHS, emergency, urgent, NDAA, PM, amenities/safety), leasing (ADA, high-risk addenda, damage fees), and procurement/vendor (P-Card, PO timing/contract verification, vendor classification).
  • Ensures results include root-cause analysis and corrective action plans with input from the Business Sponsors (owners, deadlines, closure evidence); escalates repeated noncompliance and negative trends to the General Counsel.
  • Integrates maintenance operations best practices (SOPs, standard work, QA/QC checks, site visits) and readiness for DoD/partner reviews and performance reporting.
  • Leads stakeholder communication: weekly touchpoints with Business Sponsors, monthly packets, and clear decision requests; tracks commitments to closure.
  • Partners with Technology/Analytics to leverage Yardi and "smart sampling" analytics to move from descriptive reporting to targeted exception testing.

Qualifications
  • Bachelor's Degree from an accredited college/university with a focus in Business Administration, Project Management, or other related discipline. Required or
  • 7-9 years experience in compliance, internal audit, or regulated property operations with strong maintenance/EHS exposure. Required and
  • 4-6 years strong Yardi experience. Preferred
  • 4-6 years strong analytics/Excel; familiarity with AI-enabled analysis and dashboarding a plus. Preferred
  • Prior government or MHPI/DoD experience. Preferred
  • Risk-based thinking; root-cause orientation; outcome focus; stakeholder influence; program/change ownership.
  • Must be detail oriented and able to work within specified deadlines.
  • Ability to identify problems, collect and analyze data and draw logical conclusions.
  • Ability to prioritize, multi-task and meet deadlines.
  • Interprets, explains, and enforces policies, rules, regulations, and legal documents as needed.
  • Analytical and detail-oriented with strong organizational skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Ability to maintain confidentiality.
  • Requires a detail oriented, independent thinker who can be a part of a team and demonstrates strong attention to detail, and knowledge of operations procedures.
  • Must demonstrate excellent written and verbal communication skills and interpersonal skills, particularly the ability to communicate effectively with all levels of management and industry professionals.
