The qualifications that you need to start a career in compliance depend on the position for which you are applying. Most employers require a bachelor’s degree for entry-level compliance positions. Your company may be willing to help new employees develop skills through on-the-job training. The best major depends on the field in which you want to work. Fields like legal studies, finance, accounting, or management are all common. Management level certifications are also available. These include a Certified Regulatory Compliance Manager (CRCM) accreditation, which is relevant for compliance managers dealing with regulations in the banking industry.

CLASSIFICATION TITLE: ORDINANCE ENFORCEMENT OFFICER
PURPOSE OF CLASSIFICATIONThe purpose of this classification is to enforce County Codes and Ordinances, and all applicable State Statutes, to include investigation of complaints and violations and inspection of existing structures insure adherence to local, state, federal building codes, and all county codes and ordinances, and regulations.
ESSENTIAL FUNCTIONSThe following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Patrols the County to inspect for potential code violations; ensures proper maintenance of private and commercial property, proper disposal of old appliances/trash, removal of inoperative vehicles, and removal of illegal signs; identifies code violations and initiates any actions necessary to correct deviations or violations. Responds to complaints of County code violations and investigates possible infractions, including codes relating to business licenses, dilapidated housing and other structures, signs, parking, health/sanitation, non-permitted use, property rental, or other issues; conducts site visits to determine validity of complaints or to enforce codes. Determines compliance or non-compliance with codes; meets with property owners to discuss violations; issues code compliance notices and official correction notices to inform violators of discrepancies and compliance deadlines; issues citations/summonses to violators; serves citations via certified mail or in person; collects, evaluates, records, and preserves evidence; interviews witnesses and gathers information; takes and files photographs to document violations; prepares evidence for court cases; testifies in court as needed; and performs follow-up site inspections as needed. Interprets and enforces the provisions of applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; provides information and technical assistance concerning code requirements; discusses problem areas with property owners, residents, and contractors; makes safety suggestions and recommends solutions to problems; responds to questions or complaints concerning codes or code violations; conducts research associated with code enforcement activities as needed. Ensures cleaning of dumpsites; secures and utilizes inmate labor to assist in clean up of larger dumpsites; transports garbage/debris to landfill for proper disposal; prepares and maintains documentation of cleaning activities; weighs evidence, takes and files photographs, etc. to document violations. Maintains records of enforcement activities; enters data into computer system; prepares and sets up files, sorts/organizes documents, and files documents in designated order; retrieves/replaces files; shreds/destroys confidential or obsolete documents; conducts records maintenance activities in compliance with guidelines governing record retention. Prepares or completes various forms, reports, correspondence, complaint investigation forms, violation notices and citations, stop work orders, court reports, or other documents. Receives various forms, reports, correspondence, complaints, code books, ordinances, standards, manuals, publications, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals. Communicates with supervisor, County employees and officials, residents, property owners, businesses, contractors, other law enforcement personnel, Court officials, inmates, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems. Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate. Operates a motor vehicle, personal computer, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

MINIMUM QUALIFICATIONSHigh school diploma or GED; five (5) year(s) of experience in code or law enforcement, building inspection, or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver’s license.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
ADA COMPLIANCEPhysical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, hazardous materials, unsafe structures, heights, confined spaces, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, explosives, firearms, violence, or rude/irate customers.
