JOB DESCRIPTION:

The Program Manager leads and oversees enterprise IT and software development programs supporting Army mission requirements. This role provides strategic leadership to multidisciplinary teams responsible for developing, sustaining, and modernizing complex enterprise applications and data management solutions. The Program Manager ensures effective execution across the software development lifecycle, supports continuous system operations, and drives innovation through emerging technologies such as artificial intelligence, cloud computing, and advanced data visualization. The PM serves as the primary liaison with Government stakeholders, ensuring cohesive team execution, strong program governance, and alignment with Army operational objectives.

KEY RESPONSIBILITIES:

  • Lead and coordinate cross-functional teams, including software developers, cybersecurity, infrastructure, data management, and visualization personnel.
  • Serve as the primary point of contact with Government stakeholders, ensuring clear communication of program status, risks, and progress.
  • Oversee the planning, execution, and delivery of enterprise applications through all phases of the Software Development Life Cycle (SDLC).
  • Ensure reliable operation, maintenance, and modernization of mission-critical systems while supporting continuous innovation.
  • Implement risk management, quality assurance, and performance tracking processes to meet program objectives.
  • Facilitate adoption of emerging technologies, including AI, large language models, cloud services, and advanced analytics.
  • Recruit, onboard, and mentor program personnel to build high-performing teams.
  • Coordinate with Government and commercial cloud providers to ensure secure, compliant, and resilient operations.

REQUIRED SKILLS:

  • Bachelor’s or higher in Engineering, Science, or IT.
  • At least 5 years of experience serving as a Program Manager on an IT or Systems Engineering (SE) related program.
  • At least 10 years of demonstrated experience managing software-intensive technology projects within complex IT environments.
  • Experience working with and supporting Army leadership and mission stakeholders.
  • Demonstrated experience managing programs with focus on cost, schedule, and performance objectives.
  • Knowledge of how the Army operates and conducts business within DoD environments.
  • Strong leadership, communication, and stakeholder engagement skills with the ability to manage large multidisciplinary technical teams.
  • Active PMP certification.

PREFERRED SKILLS:

  • Master’s degree in a related field.
  • DAWIA Level III Program Management certification or Agile program management certification.
  • Experience supporting Army modernization initiatives or Futures Command programs.
  • Agile/Scrum certifications preferred.
