Koniag IT Systems is seeking a highly experienced Program Manager to lead IT support services for a Defense government client. The ideal candidate will provide strategic leadership for IT operations supporting approximately 3,300 users across multiple locations. This role requires exceptional leadership experience, strong technical knowledge, and the ability to effectively manage complex IT programs.ย 

Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Program Manager will be responsible for overseeing and directing all aspects of IT support services across multiple Department of War (DOW) locations. Principal responsibilities include:

  • Lead and manage a team of 50 - 100+ IT professionals providing support to approximately 3,300 users across multiple locations
  • Develop and implement strategic IT program plans that align with customer requirements and organizational objectives
  • Manage program budgets, resources, schedules, and performance metrics to ensure successful delivery of services
  • Coordinate with government stakeholders to identify requirements, establish priorities, and adjust workforce allocation as needed
  • Oversee the delivery of IT services, ensuring compliance with DOW standards, policies, and security requirements
  • Lead regular program reviews and status meetings with government counterparts
  • Manage fluctuating workloads and priorities by effectively increasing, decreasing, or relocating resources as required
  • Ensure proper documentation of all program activities, decisions, and deliverables
  • Identify and mitigate program risks while developing and implementing risk management strategies
  • Build and maintain strong relationships with government stakeholders and technical teams
  • Ensure compliance with all contract terms, conditions, and performance requirements

Required Education and Experience:

  • Bachelor's degree in a directly related IT field with 11+ years of experience, OR Master's degree in a directly related IT field with 9+ years of experience.
  • 10+ years of experience leading teams of 50 โ€“ 100+ employees for enterprise-scaleย  IT programs of a complex nature and financial scope
  • Demonstrated information technology/engineering and management experience on contracts or projects with organizational responsibilities of a similarly complex nature and financial scope
  • Experience reviewing and approving the work of project managers, IT specialists/engineers, support staff and contract administrative personnel.
  • Experience working in DOW Computing Environments
  • Security+ certification (or equivalent DOW Directive 8570.1 IAT II)
  • At least one certification in project management (PMP, CAPM, etc.)

Required Skills and Competencies:

  • Demonstrated experience managing complex IT programs within DOW environments
  • Strong understanding of government contracting procedures, particularly related to IT services
  • Proven ability to lead large teams and manage complex programs with multiple stakeholders
  • Experience managing fluctuating workloads and priorities across multiple geographic locations
  • Excellent written and verbal communication skills with the ability to effectively communicate with technical and non-technical stakeholders
  • Strong budget management experience and financial acumen
  • Thorough understanding of DOW security requirements and IT governance frameworks
  • Experience in risk management and mitigation strategies for IT programs
  • Knowledge of ITIL practices and principles
  • Ability to adapt to changing priorities and requirements in a dynamic environment
  • Proficiency in program management tools and methodologies

Desired Skills and Competencies:

  • PMP certification
  • ITIL certification
  • Experience supporting federal testing and evaluation operations
  • Knowledge of federal IT systems and infrastructure
