Job Summary
Under the general guidance of the Community Corrections Director, the Assistant Community Corrections Director is responsible to manage corrections activities; supervising community corrections staff; planning and implementing various corrections programs; and initiating, developing, interpreting, and revising policies and procedures. This position is also responsible for developing outcome measures for corrections staff, developing cost effective use of placement resources, regulating workloads, providing on-call services, participating in staff development, and assuming responsibility for the Community Corrections Director in his/her absence. This position serves as an assistant to the Director in the management and administration of all policies for Steele County Community Corrections. This includes assisting in the development of policy/procedure, performance management and quality assurance techniques for the department. Further, this position is responsible to develop and monitor the Comprehensive Plan, communicate with the Steele County Commissioners, Steele County District Court Judges, Community Corrections Advisory Board, county departments, the Minnesota Department of Corrections, and other local, state, and national elected officials, agencies and groups. The position requires a high level of confidentiality, skillful communications, project management, initiative, and people skills. This position will work autonomously in many instances.
Essential Duties and Responsibilities
Department Administration
o Assist in directing the service delivery model through planning, organizing, and reviewing the activities of all department units and staff; formulate and implement department policies and procedures; and interpret policy directives, community supervision laws, rules and regulations to enhance public safety and reduce recidivism.
o Direct supervision of department staff to provide direction and problem solving.
o Oversee and monitor outcomes of employee/program performance standards for all staff and contractors.
o Direct programming and services that are developed for all juvenile and adult offenders in Steele County, including pre-trial bail evaluations, drug testing, home electronic monitoring, pre-sentence investigations, juvenile and adult diversion programs, supervision of offenders based on risk/need/responsivity and oversight of all evidence based programs facilitated by the department.
o Carry a Probation Officer caseload as necessary. Perform offender investigations, risk/needs assessments and case planning. Provide offender community supervision. Maintain records, reporting and data collection.
Personnel Management
o Management of department staff. Oversee personnel matters which include recommendations for hiring, new hire training, staff evaluations, promotions, discipline, termination, and resolution of staff disputes.
o Management of department workforce within the scope of the County Personnel Rules and Policies. Ensure quality investigations, assessments, evaluations, bail studies, pretrial monitoring and supervision of offenders are provided.
o Ensure staff develop, implement, maintain and evaluate evidence based practices and offender programs and supervision.
o Coach, mentor and develop management staff's professional skills.
Financial Management
o Assist in analyzing staffing and department needs and costs; providing a recommendation to the Director for expenditures and budget alterations.
o Assist in the development, implementation and control of the department's recommendations of the annual budget and long range capital expenditures. With Director's approval may manage the submission and presentation of the budget and Comprehensive Plan to the County Board for approval.
Strategic Planning and Program Analysis
o Recommend administrative policies, objectives, and long range plans for the department. Evaluates goals, objectives, priorities and long range plans to determine feasibility and impact.
o Provide the Steele County Commissioners, District Judges, and Community Corrections Advisory Board with long-term and yearly Community Corrections planning, including the development and implementation of the annual Comprehensive Plan.
o Develop and implement Evidence Based Practices in corrections training programs.
o Consults daily with officers regarding assessment, treatment, and placement concerning clients.
o Provide descriptive, statistical and accurate reports on departmental operations; maintain systems of recordkeeping that ensure accuracy, availability, data privacy and security of offender and financial information.
o Direct, assist and guide the Community Corrections Advisory Board in setting its agenda, maintenance of records and minutes and the creation and revision of an annual Comprehensive Plan.
Team Participation
o Communicate, coordinate and collaborate with the Steele County Commissioners, Steele County District Court Judges, Community Corrections Advisory Board, County Administration and all county departments to provide the most effective and cost efficient services.
Public Relations
o Facilitate Community Corrections public relations to apprise elected officials, interested individuals and groups of the department's practices, initiatives, programs, services, and outcomes.
o Schedule and attend regular meetings with the judges to maintain service delivery to offenders, keep them informed, seek advice and program requests or recommendations.
o Provide outreach to the community.
o Represent Steele County Community Corrections by being involved in State and local correctional committees.
Public Policy Development
o Actively participate with State and corrections agencies to provide consultation and advice on proposed State law, rule, and policy development for corrections.
o Testify in legislative hearings on State corrections policy.

Minimum Qualifications
Bachelor's Degree
o Major field of study or degree emphasis: Corrections, Criminal Justice, Sociology, Administration or a closely related field
o Master's Degree Preferred
Five years of progressively responsible experience in corrections, or a closely related field human services or criminal justice field; at least two years of experience in a supervisory or leadership capacity.
Valid Driver's License
Certification by the MN Department of Corrections as a Probation Agent
Ability to pass a background check

High level of knowledge and ability in implementing, monitoring and measuring evidence based correctional practices and programs.
