General Summary

This is a non-merit, employment-at-will contract position.

TheAdvanced Metering Infrastructure ( AMI ) Engineeris responsible for the planning, design, implementation, maintenance, and optimization of WSSC Water's AMI system, including smart meters, communication networks, data management systems, and related infrastructure. This position ensures reliable, secure, and efficient metering operations that support accurate billing, operational efficiency, and enhanced customer service. The AMI Engineer serves as a technical expert in metering systems, network integration, and data analytics, and provides engineering support across multiple departments to ensure system performance and compliance with utility standards and cybersecurity requirements.

This position plays a critical role in ensuring accurate meter data collection, transformation, and delivery to enterprise systems used for billing, analytics, and customer engagement. The engineer will collaborate with cross-functional teamsโ€”including IT, Operations, Billing, and Vendorsโ€”to implement scalable integrations, automate data pipelines, and optimize system performance within a secure and compliant environment.

Essential Functions

  • Lead the design, configuration, and implementation of AMI systems, including water meters, endpoints, collectors, and network communications
  • Plan and manage AMI system upgrades, expansions, and integration with enterprise systems such as Oracle C2M, SCADA , GIS , and asset management platforms
  • Develop and maintain system performance standards, reliability metrics, and maintenance protocols for AMI components
  • Monitor network performance and troubleshoot communication or data transmission issues between field devices and head-end systems
  • Coordinate with IT, field operations, and customer service teams to resolve metering issues and optimize meter-to-cash processes
  • Support data analytics initiatives related to consumption patterns, leak detection, and customer engagement
  • Ensure AMI systems comply with cybersecurity policies, data privacy standards, and relevant federal and state regulations
  • Evaluate new metering and communication technologies, participate in pilot programs, and provide technical recommendations
  • Develop technical documentation, including system drawings, standard operating procedures, and engineering reports
  • Provide training, technical guidance, and mentorship to operations and support staff involved in AMI deployment and maintenance
  • Perform detailed engineering analyses for AMI system design, network coverage, and capacity planning
  • Manage configuration and integration of AMI head-end software and Meter Data Management ( MDM ) systems
  • Conduct root cause analysis of meter or network failures and implement corrective actions
  • Oversee vendor performance, contract compliance, and system warranty administration
  • Prepare and review specifications for metering equipment, communications hardware, and software systems
  • Participate in cross-departmental committees and projects related to smart infrastructure and digital transformation
  • Design, develop, and maintain software integrations between AMI head-end systems, Oracle C2M, and related enterprise applications
  • Build and support ETL processes, APIs, and automated workflows to facilitate accurate and timely meter data delivery
  • Implement SOAP and REST web services to connect AMI , C2M, and other enterprise systems
  • Collaborate with Enterprise Architects, DBAs, and Cybersecurity teams to ensure data security, compliance, and performance optimization
  • Analyze and resolve data discrepancies between AMI , MDMS , and C2M systems; develop automated monitoring and reconciliation tools
  • Participate in full software development lifecycleโ€”requirements analysis, design, coding, testing, deployment, and maintenance
  • Support deployment automation, version control, and CI/CD pipelines for AMI integration releases
  • Document technical specifications, integration mappings, and operational procedures
  • Provide guidance and mentorship to junior developers and support personnel on AMI and C2M technical best practices

Other Functions

  • Participate in AMI system upgrades, pilots, and performance improvement initiatives
  • Coordinate with vendors to resolve technical issues, review product updates, and plan enhancements
  • Support business stakeholders with ad-hoc data requests, reporting, and troubleshooting
  • Contribute to strategic planning and roadmaps for AMI system evolution and smart water initiatives
  • Performs other related duties as assigned.

Required Knowledge, Skills, And Abilities

  • Strong understanding of AMI systems, MDMS , and Oracle C2M integration architecture and data flows
  • Proficiency in Java, Groovy, Python, or similar programming languages and frameworks and SQL / PLSQL for software and integration development
  • Hands-on experience with Oracle Utilities Application Framework ( OUAF ), SOA Suite, and Web Services ( SOAP / REST )
  • Experience building and maintaining ETL pipelines ( SSIS , ADF , Informatica, or custom frameworks)
  • Knowledge of AMI communication networks, meter data validation, estimation, and editing ( VEE )
  • Strong skills in SQL , data modeling, and performance tuning with Oracle or SQL Server databases
  • Familiarity with DevOps, CI/CD pipelines, and version control (e.g., Git, Azure DevOps)
  • Experience with enterprise integration platforms and message queues (e.g., Kafka, Azure Service Bus)
  • Understanding of cybersecurity best practices, data governance, and compliance within utility environments
  • Strong problem-solving, debugging, and analytical skills for large-scale, data-intensive systems
  • Excellent interpersonal and communication skills with the ability to collaborate across technical and functional teams

Minimum Education, Experience Requirements

  • Bachelor's degree
  • 7+ years of experience in software development or system integration, with at least3+ years supporting AMI and Oracle Utilities C2M or MDM environments
  • Experience with one or more AMI platforms (Itron, Sensus, Landis+Gyr) preferred
  • Experience with Oracle SOA Suite, BPEL , and integration web services
  • Prior experience in utility industry or enterprise metering/billing systems strongly preferred
  • Knowledge of Agile/Scrum methodologies and ITIL practices a plus

  • High School Diploma and equivalent
  • 11+ years of experience in software development or system integration, with at least3+years supporting AMI and Oracle Utilities C2M or MDM environments
  • Experience with one or more AMI platforms (Itron, Sensus, Landis+Gyr) preferred
  • Experience with Oracle SOA Suite, BPEL , and integration web services
